IPS Organizational Change Management, Communications, and Training Lead

The successful proponent will primarily work in a hybrid setting where they will need to travel to Victoria on when requested (team gathers in Victoria for 2-3 days once a month).

Travel expenses for these trips will NOT be reimbursed, unless they will travel outside of Victoria.

Project Name: Integrated Project Services

Management Consultants with Experience Level 2 are Consultants that can demonstrate in their submitted examples that they have led multi-discipline or single discipline teams in tactical initiatives, and that they worked with a mid-level manager within an organization. Management Consultants with Experience Level 2 perform many of the same activities as those with Experience Level 1, but in initiatives of more limited scope and strategic application.

The Management Consultant at Experience Level 2 has the following skill set:

a) leadership of teams in consensus building with members from across public sector organizations such as ministries, agencies, authorities, crown corporations and other public entities as appropriate to the Experience Level;

b) creating, identifying and articulating strategic objectives;

c) translating objectives into business plans;

d) documenting and formalizing agreements into memoranda of understanding or memoranda of agreement;

e) managing and creating working relationships within a complex policy environment (business and social policies);

f) identification and linkage of service outcomes of one organization or groups of organizations into an integrated service delivery model;

g) business process integration;

h) articulation, development and promotion of service delivery models, including citizen centric service delivery models;

i) identification and promotion of best practices;

j) analytical techniques;

k) change management;

l) transition planning;

m) coaching of staff;

n) strategy development;

o) technology implementations;

p) development of communications plans;

q) development of business cases;

r) investment portfolio analysis;

s) cost benefit analysis;

t) research and development for new initiatives such as standards, and product/service development; and

u) preparation of reports such as briefing notes and issue papers.

The Ministry of Transportation and Infrastructure plans transportation networks, provides transportation services, develops, and implements transportation policies, and administers many transportation-related acts and

regulations.

To accomplish its mandate, the Ministry:

• Develops provincial transportation plans to integrate various modes of transportation, in consultation with Regional Transportation Advisory Committees and in cooperation with the transportation-related Crown corporations;

• Ensures British Columbia's ports and airports are gateways for economic growth and development;

• Builds highways to fulfil the economic and social needs of British Columbians;

• Maintains existing highways to a high standard through contracts with private sector road maintenance providers;

• Undertakes vehicle safety inspections and sets commercial vehicle operating standards;

• Works with partners and other levels of government to provide cost-effective public transit and coastal ferry services;

• Manages contracts for inland ferry operations; and

• Licenses and regulates commercial passenger transportation.

Project Description:

Integrated Project Services (IPS) is a joint initiative led by the Ministry's Planning and Programming Branch and the Information Management Branch to transform the current Capital Program & Project Management services through a more modern and robust IPS Solution. The solution will reduce manual work processes that currently apply to hundreds of users across B.C., provide a single source for accurate information, and take advantage of modern reporting and automated workflow functionality. IPS is a cloud-based software solution with the ability to scale and adapt to future operating needs.

The Ministry seeks a Management Consultant Level 2 who is specifically skilled in leading Organizational Change Management, Training, and Communications activities in projects with the scope and scale of IPS.

he Management Consultant Level 2 is required to have the following skills and experience:

a) leadership of teams in consensus building with members from across public sector organizations such as ministries, agencies, authorities, crown corporations and other public entities as appropriate to the

In addition to the skills and experience set out above, the Proponents should demonstrate that the proposed

Consultant(s) have the additional skills and experience in Organizational Change Management, Communications, and Training similar to the criteria below:

Organizational Change Management & Communications

a) Providing change management and communications expertise by being the assigned change management consultant and work independently to support OCM and communication activities and

operational support initiatives;

b) Working with the respective stakeholders to understand goals, objectives, benefits and risks of the proposed changes;

c) Creation and implementation of OCM and communications plans that minimize employee resistance and maximize employee engagement;

d) Development of an OCM and communications approach based on awareness of the details of the change and the groups being impacted by the change;

e) Delivery of change impact assessments and readiness according to stakeholder groups, evaluation of results and presentation of findings in a logical and easy-to-understand manner;

f) Assessment of the impact of the change initiative from an organization wide perspective and management of the impacts, risks and interdependencies with other initiatives;

g) Development of change management plans defining governance, scope, milestones, deliverables, activities, outcomes, benefits, due dates and provide coordination throughout all phases of the change

initiative;

h) Identification, analysis and development of mitigation planning for people-related risks;

i) Assessment of organizational readiness;

j) Provide transformational expertise to both projects and operational teams to support the organizational changes required to ensure the success of the implementation;

k) Establishment of a regular cadence of change management and communications activities for business transformation and provision of progress monitoring and reporting to stakeholders; and

l) Completion of an organizational design process.

Training

a) Development and execution of end user training for a large group of users;

b) Development of a set of actionable and targeted training plans and deliverables which may include but are not limited to communication plan, coaching and training plan, resistance management plan,

measurement, recognition and reward plan, sponsor road maps detailing actions for executives, stakeholder registers and risk profiles;

c) Support, engagement and provision of coaching to senior leaders, managers and supervisors to help them understand their impacts and needs in order to gain commitment and fulfil the role of change

sponsors as they help their direct reports through transition;

d) Provision of education/training, mentoring and team support for changes to scope and flow of work in the context of project/service teams, and operational needs;

e) Development and delivery of training specific to the solution to help facilitate the change;

f) Support of individuals who require additional help to understand and develop in their new roles;

g) Working with team leads to develop and design the structure and schedule for informal and formalized learning and skills development;

h) Working with the business areas to develop the knowledge, skills, abilities and ways of working needed to evolve their services and processes to support the new operating model; and

i) Coaching leaders in the business areas to support their work to evolve their services and processes to drive the cross-ministry implementation of the new digital operating model.

Required Experience: Applicants must have 3 or more years of general experience in the areas of Organizational Change Management, Communications and Training.
