The Ministry is seeking a team of consultants with the following roles and effort distribution,
1 Architect – Level 2: Anticipated ~50% of total effort.
1 Business Consultant – Level 2: Anticipated ~20% of total effort.
1 Developer – Level 3: Anticipated ~30% of total effort.
Project Overview: The Ministry seeks remote Consultants to support Clarity PPM, and enable portfolio and project management capabilities, system functionality, and data integration and migration with other systems.
Architects at Experience Level 2 are responsible for implementing a strategic IT program and can demonstrate in their submitted examples that they have successfully led multi-discipline analysis and design teams in support of strategic or complex projects, and that they reported to a senior manager and had individuals performing functions at a senior technical level reporting directly to them. The Architect at Experience Level 2 is the 'go-to' person for any technology conflicts, implementation issues or decisions.
Typical deliverables are documents that support the mapping between the business and IM/IT e.g. architectures, process maps and service maps. Experience Level 2 Architects lead program or divisional initiatives, making use of existing IM/IT assets (capabilities and services) and integrate them in the new solution, and work with an Architect at Experience Level 1 where changes to enterprise level architectures may be required. Architects at Experience Level 2 are expected to have skills in one of the Architect subject areas and also have the skill set of Architects at Experience Level 3.
The Ministry of Health ("Ministry”) is seeking a Contractor to provide a team of remote Consultants as further described in the Requisition and Section 3 of this RFP, to support the Ministry's instance of the Clarity Project and Portfolio Management (PPM) system:
• Architect – Level 2
• Business Consultant – Level 2
• Developer – Level 3
The Consultants should have recent business and technical expertise in the enterprise-wide implementation, configuration, and customization of the Clarity PPM SaaS application. The Consultants will support the Ministry's modernization and maturation of its project and portfolio management practices through the enhancement of its instance of Clarity PPM.
The Ministry utilizes Clarity PPM's capabilities to support project and portfolio reporting and tracking practices, facilitate system integration, and enable data integration and migration to various other tools.
The current technical environment for Clarity PPM includes the following:
• Clarity PPM SaaS Version 16.3, following Broadcom's upgrade cadence
• Two environments: non-production and production
• Jaspersoft version 8.0 for reporting
• Single-Sign-On enabled with VIP Authentication Hub
• Implementation of both Classic and Modern UX
The services will include, but are not limited to, the following:
• Support improvements to Project and Portfolio Management
o Provide guidance and recommendations on utilizing Clarity PPM for managing and tracking Agile, waterfall, and hybrid projects.
o Implement functionality to enable project teams to manage their projects more effectively.
• Align Clarity PPM with Business Processes
o Provide guidance, recommendations, and support to maximize and enhance Clarity PPM's portfolio planning and oversight capabilities.
o Configure or customize Clarity PPM to support additional system functionality, reports, and services.
o Identify constraints and dependencies affecting releases.
• System Maintenance and Enhancements
o Provide technical support to ensure the continued operation and functionality of Clarity PPM
• Facilitate the Adoption of Modern UX
o Provide IT business and technical services in the configuration, customization, and expansion of odern UX within Clarity PPM.
o Support system upgrades, including software upgrade testing, script generation, and migration from Classic UX to Modern UX.
• Enhanced Reporting Capabilities
o Identify and integrate Clarity PPM with productivity and reporting tools.
o Maximize and enhance Clarity PPM's project and portfolio reporting capabilities, including enabling analytic reporting and data insights.
• Data Migration
o Facilitate secure and accurate data migration from Clarity PPM to other systems, including Microsoft Power Platform.
o Ensure seamless data migration and compatibility to maintain data integrity and operational continuity during any transitions.
o Implement and enforce security protocols during data migration to safeguard data and ensure compliance with organizational and regulatory standards.
Other Duties, as Required
o Provide other related services, if and as directed, to support the continued operation and functionality of Clarity PPM.

• Achieve seamless data migration, ensuring accuracy, completeness, and accessibility with no data loss or corruption during migration in accordance with organizational and regulatory standards.
• Ensure any operational transitions occur without disruptions to ongoing projects, allowing the CPMO to continue managing digital health initiatives effectively
Architect – Level 2

Business Consultant – Level 2
Business Consultants at Experience Level 2 are Consultants that can demonstrate in their submitted examples that they have led multi-discipline or single discipline teams in a business initiative to design and
align new business systems with business processes, and have created and followed a change management plan to move from an 'as is' state to the 'to be' state; where they reported to senior managers, and had
managers and senior technical and business staff assigned to the project contracted to or reporting to them, and where they managed effective communications with project stakeholders at all levels from diverse
business units. Business Consultants at Experience Level 2 have the skill sets of Business Consultants at Experience Level 3, as well as expertise in project management, business process analysis, and change
management.
Developer – Level 3
A Developer at Experience Level 3 requires the following skill set:
Program, test, and otherwise support the development and maintenance of systems by:
a) translating software specifications into code;
b) documenting technical work;
c) developing technical reference materials; and
d) support provision of post implementation maintenance services through liaison with Business Analysts and clients.
The Proponent and any subcontractors of the Proponent included in its proposal must provide two (2) examples that clearly demonstrate their experience with Clarity PPM business consulting and
implementation projects of similar scope and complexity performed within the past three (3) years. Similar scope and complexity is defined as:
• Assessing business needs and determining Clarity PPM's ability to meet these needs;
• Guiding and advising organizations on how to improve their Clarity PPM implementations;
• Configuring and customizing Clarity PPM Classic and Modern UX interfaces;
• Developing customized reports using Clarity PPM's advanced reporting tool, Jaspersoft Studio;
• Developing portlets and dashboards within Clarity PPM;
• Integrating Clarity PPM with other systems, such as Microsoft Power Platform.
Preference may be given to Proponents with the following:
Demonstrated expertise and experience
o Clarity PPM SaaS 16.2.0 or later;
o Jaspersoft 8.0.x and above;
o Clarity PPM consulting and implementation in the public sector;
o Enterprise-level data migration, particularly involving complex systems and large datasets.
Years of experience in a similar environment, including Clarity PPM
o Business Consultant level 2: five or more years' experience
o Architect level 2: five or more years' experience
o Developer level 3: three or more years' experience
