Project Manager
The successful proponent will work primarily remote but on occasion, travel may be required to Victoria, (once in a quarter – if applicable). The expenses will not be reimbursed.
US based candidates will not be eligible for this role

Project Name: BCM MFM TMS Implementation

Have a minimum of three (3) years of experience within the last seven (7) years as a Project Manager in one or more of the following knowledge areas:

- Project Integration Management
- Project Scope Management
- Project Time Management
- Project Cost Management
- Project Quality Management
- Project Human Resource Management
- Project Communications Management
- Project Risk Management
- Project Procurement Management

Have an undergraduate degree (e.g. BA, B.Sc, information technology, engineering or other technology related field). The Province will consider certification as a CA, CMC, CMA, CGA, or CFA as an alternative to a conventional undergraduate degree;
Preferably have a PMI – Project Management Professional (PMP®) designation
Provide project examples that clearly demonstrate experience on at least three (3) projects of eight (8) months or longer duration, which includes strong communication skills to lead stakeholders from multiple groups with diverse interests to consensus on project scope, objectives and responsibilities and liaison with Ministry management and staff;
Provide project examples that clearly demonstrate three (3) or more years in managing multi-disciplinary teams (e.g. core business staff, professional employees, middle managers and other private sector contractors) and developing feasibility studies, business cases, and treasury board submissions
Provide project examples that clearly demonstrate experience in managing change requests/budget requests including:
- cost estimates;
- schedules;
- resources required to deliver integrated solutions;
- deliverables;
- inter-dependencies on other tasks/sub-projects/Ministries' projects

Provide project examples that clearly demonstrate a track record of successfully delivering medium complexity projects (less than $5M in value, greater than six (6) months in duration and at least five (5) people reporting to the Project Manager) preferably in a public sector environment.

The Project Manager at Experience Level 2 will possess demonstrated expertise on projects with the following characteristics:

a) Medium complexity and/or sensitivity (usually small to medium scope in a fairly static business environment with limited need for scope adjustment);
b) Multiple stakeholders (typically involving interaction with a cross discipline team represented by several interested parties) such as:
- government (e.g. a provincial government),
- broader public sector (e.g. a crown corporation, municipality or agency)
c) Routine timelines and budgets generally not exceeding $5 million and usually under one (1) year in duration; and
d) Impacts may be to all of government, broader public sector, private sector and to large components of citizenry.

  • complex project work plan construction and maintenance (reasonably advanced MS Project skills),
  • project team meeting leadership,
  • project status analysis and solution or recommendation development (slippage or overage resolution),

Governance decision and secretariat support
SUPPORT - DISCRETIONARY
Support to project director in (rather than independent work regarding): preparation of detailed and dashboard level status reports; governance meeting decision / review material assembly and packaging; governance meeting planning support; governance meeting minuting
Experience with:
  • status report development – both detailed and executive dashboard levels,
  • agenda and minutes development for senior mgmt. or executive meetings,
  • meeting material assembly packaging and quality assurance,
  • senior management consultations re priorities, subject matter, etc.
Risk planning and management
CORE
Risk planning session facilitation; risk identification / analysis / mitigation planning; risk management update gathering and analysis; risk management team leadership (TBD); risk register maintenance; risk escalation support (link to governance above) Experience with:
  • team leadership, risk planning session leadership,
  • risk analysis and mitigation planning,
  • risk registry maintenance,
  • risk status reporting,
  • issue (escalation) note drafting
Issue identification and management

Business analysis supplementation
DISCRETIONARY
AS / IF REQUIRED: Occasional support to / supplementation of project business analysts in the development of related deliverables – including analysis, resultant or conclusion development, documentation and imagery development, etc.
Intermediate business analyst skills (ability to take on small independent business analysis projects, or provide support to senior business analysts)
