Job Summary

The Program TSQ Manager plays a pivotal leadership role in overseeing Training, Safety, and Quality initiatives across multiple projects and operational groups. This position ensures compliance with regulatory requirements, customer standards, and internal TSQ expectations while guiding TSQ Specialists and supporting operations teams. The ideal candidate is a strategic, organized, and proactive leader capable of balancing field needs, data-driven decision-making, and continuous improvement across a fast-paced operational environment.  This role will report to the Program' Managing Director.  

Key Duties and Responsibilities Safety Management

    Work with project TSQ Specialists to support project delivery, compliance, and consistent execution of TSQ programs for all projects within the program

    Conduct trend analysis using data from site observations, audits, and incident reports to identify safety, training and quality issues and drive corrective actions    

    Oversee development, implementation, and maintenance of Standard Operating Procedures (SOPs), Job Hazard Analyses (JHAs), and customer specific documentation   

    Participate in customer site walks and serve as a primary TSQ liaison within the program to ensure alignment with expectations and regulatory standards   

    Help facilitate and understand Workers’ Compensation processes, Return to Work programs, and safety documentation compliance   

    Coordinate internal and external training programs, toolbox talks, bulletins, and TSQ communications across program teams    

    Administer and enhance the Site Quality Observation Program, including tracking, reporting, and ensuring corrective action completion   

    Support continuous improvement initiatives by analyzing observations, creating lessons learned, and implementing process improvements   

    Maintain accurate records of TSQ compliance, training, safety metrics, and project observations   

    Perform additional TSQ related leadership duties as assigned

    Work directly with training, quality and safety leaders to ensure site safety and quality resources are communicated and procured in a timely manner

    Facilitate coordination and communication with internal stakeholders for all program specific TSQ initiatives

    Operational Oversight: Drive the growth and technical proficiency of national support teams, specifically the Traveler Technician and Validations units, to meet the evolving needs of Oracle Data Center initiatives.

    Cross-Functional Collaboration: Partner closely with the Oracle Director of Operations via a matrixed reporting structure to streamline communication and optimize resource deployment nationwide.


Leadership & Reporting

  • Lead and manage TSQ Specialists assigned to projects, providing guidance and performance oversight.
  • Prepare and distribute weekly, monthly, and quarterly reports.
  • Manage reward and incentive programs (field observations, giveaways, tenure recognition).
  • Drive continuous improvement initiatives across TSQ functions.
  • Act as mentor for professional development of safety and quality professionals.

Other

  • Interface with Oracle operations managers, project managers, and field leaders to integrate TSQ practices into project planning and execution.
  • Interface with customers to demonstrate support for TSQ program and culture.
  • Perform additional TSQ-related duties as assigned.

Required Knowledge, Skills, and Abilities

    Minimum of five (5) years of experience in Training, Safety, or Quality leadership roles, preferably in a multi project environment    

    OSHA #510 and Bachelor’s degree in Safety Management, Quality Assurance, Business Administration, or equivalent work experience    

    Proven experience developing SOPs, managing TSQ programs, and driving process improvements

    Experience overseeing compliance programs and managing field based TSQ personnel  

Physical Requirements

  • Ability to stand or sit for prolonged periods.
  • Ability to lift, carry, push, and/or pull up to 50 lbs.
