Academic Clinicians and Non-Clinical Expert
Contract Term: 1 Year (Start Date: July–August 2025)
Location: Remote (Fully virtual; no onsite work required)
Estimated Time Commitment: ~8 hours / week per expert
We're seeking Academic Clinicians and Non-Clinical Experts to provide specialized advisory services in support of the Primary Care Action Plan. This initiative aims to connect over 2 million Ontarians to primary care by 2029, under three key pillars:
- Connecting People to Primary Care Teams
- Making Primary Care More Connected and Convenient
- Supporting Primary Care Providers
1. Primary Care Policy & Implementation Advisory
- Provide strategic advice on the implementation of Ontario's Primary Care Act.
- Support development of performance indicators and measurement strategies aligned with PCAT (Primary Care Action Team) objectives.
- Guide strategies for underserved populations, including Indigenous communities.
- Develop 6–8 guidance documents addressing digital tools, care team standards, and system expectations.
- Advise on accountability, outcome measurement, and use of PREMs/PROMs and KPIs.
2. Workforce Strategy Support
- Design evidence-based plans for the recruitment, retention, and return of family physicians to full-scope comprehensive care.
- Conduct literature reviews and environmental scans to quantify inactive physician workforce capacity.
- Support creation of tools/training (in collaboration with CPSO and academic institutions) to re-engage the physician workforce.
- Advise on optimizing access and patient attachment in team-based models.
3. Monitoring, Evaluation, and Learning Health System
- Build an evaluation approach for Interprofessional Primary Care Teams (IPCTs).
- Develop a comprehensive Monitoring & Evaluation (M&E) workplan, including:
- Data collection and reporting plan
- Change management and QI support
- Integration of research partnerships
- Define learning cycles and feedback loops to support continuous improvement.
- Provide expert guidance on defining and analyzing key research questions for PCAT efforts.
Team Composition Requirements
- Minimum of Three (3) Experts, composed of:
- At least Two (2) Academic Clinicians, with preference for three.
- At least One (1) Non-Clinical Expert, with experience across all three domains.
Academic Clinicians (Required Qualifications)
- Active or recent experience in Ontario's interprofessional primary care sector.
- Background in health policy design, evaluation, and evidence-based review.
- Academic grounding in primary care research.
- Preferred:
- Practicing family physicians
- Faculty affiliations (medical schools or public health institutions)
- Experience leading clinician advisory groups or communities of practice
Non-Clinical Expert (Required Qualifications)
- Equivalent advisory experience across PCAT objectives, workforce planning, and M&E.
- Strong policy and evaluation background, ideally including leadership roles in system transformation initiatives.
- Ability to provide a substitute or complement to the Academic Clinicians' expertise.
