Roles & Responsibilities

  • Experience delivering professional Federal Human Resources services in accordance with Title 5 CFR and OPM guidance across retirement and counseling, compensation and benefits, and personnel actions processing.
  • Expert knowledge of Federal retirement programs (FERS, FERS-RAE, FERS-FRAE, CSRS, CSRS-Offset) and related benefits, with ability to provide guidance and calculate annuity estimates.
  • Proficiency with Federal HR systems and processing, including NFC, GovTA, SPPS, eOPF, RETM, and HCUP, for payroll, benefits, and personnel actions.
  • Strong analytical, communication, and interpersonal skills with experience interpreting regulations, preparing correspondence, and delivering training/workflow improvements.

Requirements:

  • Provide retirement counseling and case management, including annuity calculations, reviewing retirement applications, advising on survivor/family benefits, and monitoring RETM cases for timeliness.
  • Deliver compensation and benefits processing: payroll actions via NFC, benefits enrollment (FEHB/FEGLI/TSP), leave programs, and maintenance of eOPF records.
  • Process Personnel Action Requests (PAR): onboarding, SPPS/manual payments, permanent conversions, HCUP processing, payroll-related updates, and awards processing.
  • Train staff and implement workflow improvements across retirement, compensation/benefits, and PAR processes.

Job description

Position Objective:

BACKGROUND

The Library of Congress (Library, LOC) is the largest library in the world, with millions of books, recordings, photographs, newspapers, maps and manuscripts in its collections. The Library is the main research arm of the U.S. Congress and the home of the U.S. Copyright Office. The Library preserves and provides access to a rich, diverse and enduring source of knowledge to inform, inspire and engage intellectual and creative endeavors. The LOC Human Capital Directorate (HCD) is responsible for executing on the business process following Federal laws and regulations – Library of Congress is part of the Legislative Branch (Title 5 of the Code of Federal Regulations) - (e.g., Onboarding new hires, Personnel Action and Payroll Processing, Retirement Counseling and Benefits, Time and Attendance, Leave Administration, Position Classification, etc.) to serve the entire Library of approximately 3,400 staff members. HCD requires additional resources to provide support for the retirement and counseling services; compensation and benefits services, personnel actions processing and training and implementation of workflow improvements in these business areas.

 

 

SCOPE

The contractor shall provide professional Human Capital/Human Resources services for HCD/Talent Services and Systems Division (TSS) activities in accordance with Title 5 of the Code of Federal Regulations. The contractor shall provide personnel that have experience providing support in accordance with Office of Personnel Management (OPM) and agency-specific guidance and regulations regarding Federal Human Resources activities in the business areas of: retirement and counseling; compensation and benefits; personnel actions requests processing; as well as experience in training and implementation of workflow improvements in those business areas.

 

 

 

Position Objective: Provide services as a Mid-Level Human Capital/Human Resources Specialist in support of the overall functions of the Library of Congress (LOC), Human Capital Directorate (HCD).

 

 

Duties and Responsibilities:

  • Retirement and Counseling Services
    • Orientation and counseling on the federal benefits and retirement programs such as: Federal Employees' Retirement System (FERS), FERS-Revised Annuity Employees (FERSRAE), FERS-Further Revised Annuity Employee (FERS-FRAE), Civil Service Retirement System (CSRS), Civil Service Retirement System-Offset (CS-Offset), the Federal Employees' Group Life Insurance Program (FEGLI), Federal Employees' Health Benefits Program (FEHB), Federal Dental and Vision Insurance Program (FEDVIP), Federal Flexible Spending Accounts (FSAFEDS), Federal Long Term Care Insurance Program (FLTCIP), the Thrift Savings Plan, and Social Security, Beneficiary, etc.
    • Provide guidance to employees returning to and/or transferring to the Federal Government who are eligible for coverage under either FERS, FERS-RAE, FERS-FRAE, or CS-Offset, as to the provisions of each retirement system and the advantage or disadvantage in their specific situation
    • Counsel employees who are potentially leaving Federal service on the retirement and benefits implication and options with regard to particularly sensitive of complex benefits and retirement issues iv.
    • Calculate annuity estimates for employees to use as a basis in making the decision whether to retire
    • Review retirement applications and reviewing retirement applications forms for completion.
    • Interpret existing policies and procedures in response to inquiries from employees throughout a Federal agency and preparing appropriate correspondence consistent with applicable regulations, policies and procedures
    • Counsel retired military employees when it may be advisable to waive their military pension to permit the military time to be credited for civilian civil service annuity purposes
    • Counsel families/beneficiaries of deceased employees concerning benefits payable and providing expert technical information and/or assistance in the completion of the required forms
    • Interpret and providing counseling on the complex Civil Service Retirement Spouse Equity Act (P.L. 98-615) which permits, with a qualifying court order, the awarding of a FERS-RAE, FERS, CSRS or CSRS-Offset survivor annuity to the former spouse of a Federal employee or retiree.
    • Provide detailed information to employees regarding the manner in which military service is credited for Federal retirement purposes, computes and advises veterans of the amount of necessary deposit for post-56 military service (based on military pay received), and informs employees of the options available for making military service deposits
    • Perform a variety of complex computations to advise employees and survivors on retirement, disability retirement, deposits and redeposit, and social security offsets.
    • Perform analysis, research and resolution of sensitive and highly complex benefits and retirement issues such as Death-in-Service Benefits, Retirement Error Corrections/FERCCA, Disability Retirement
    • Monitor processed retirement cases through the Retirement Processing System (RETM) of the National Finance Center (NFC) to assure compliance with timeframes of the Office of Personnel Management (OPM) for case processing

 

  • Compensation and Benefits Services
    • Perform compensation analysis
    • Process employee benefits
    • Maintain employee’s records in the Official Personnel File/Electronic Official Personnel File (eOPF) system
    • Perform payroll services and actions using payroll providers systems including the National Finance Center (NFC) specifically.
    • Conduct leave audits, using systems such as Time and Attendance system (GovTA) and NFC
    • Manage leave programs including Voluntary Leave Transfer Program (VLTP), Leave Bank management and participation,Family Medical Leave Act (FMLA) and Paid Parental Leave (PPL) in NFC and GovTA
    • Perform Service computation dates including requesting service history documentation from other agencies.
    • Calculate non-standard service requests and updating relative systems such as NFC and GovTA
    • Process Federal Employee Health Benefits (FEHB) requests and communicating with FEHB open season administration
    • Process Thrift Savings Plan (TSP) elections, FEHB and Temporary Continuation of Coverage (TCC) enrollments, FEGLI changes, and certification of beneficiary forms

 

  • Personnel Action Requests (PAR) Processing
    • Conduct on-boarding activities for employees to include new hire paperwork intake
    • Enter manual payments and quick service requests in NFC systems (SPPS)
    • Perform conversion to permanent actions for employees
    • Perform History Corrections Update Processing (HCUP)
    • Process employment verifications and certifying Public Student Loan Forgiveness (PSLF) requests
    • Conduct payroll processing including tax, address, Thrift Savings Plan (TSP), allotments, garnishments and health benefits
    • Process within grade increases (WGIs) and pay adjustments
    • Conduct awards processing including performance (individual/group), incentive, time-off, honorary, special achievement, and cash awards.

 

  • Training and Workflow Implementation
    • Training and implementing workflow improvements in the aforementioned business areas.
