Roles & Responsibilities

  • Bachelor's degree in Business Administration, Healthcare Administration, Public Health, Management, or a related field.
  • Minimum 8 years of experience supporting complex program operations, PMO coordination, reporting, stakeholder engagement, or implementation oversight in healthcare, public sector, or government environments.
  • Experience supporting large-scale healthcare transformation initiatives, public health programs, Medicaid operations, or government modernization efforts (preferred).
  • Project management certification such as PMP, CAPM, Agile, or related project management certification (preferred).

Requirements:

  • Lead day-to-day program operations and PMO coordination across multiple workstreams; manage schedules, milestones, deliverables, and action-item tracking to ensure alignment with timelines and contractual requirements.
  • Coordinate meetings, governance activities, stakeholder discussions, and document outcomes; monitor operational progress and communicate status, risks, dependencies, and escalation items to program leadership.
  • Manage coordination across internal teams, subcontractors, vendors, and subrecipients; produce deliverables reporting, executive reports, status updates, dashboards, and maintain program documentation and tracking tools.
  • Support program oversight and implementation planning, monitor performance, coordinate resources, contribute to process improvements, and assist with governance, executive meetings, and strategic planning efforts.

Description

The Senior Project Manager / Operations Lead supports day-to-day operational execution for large-scale healthcare transformation, public sector modernization, and public health initiatives. This role is responsible for coordinating program operations, managing schedules and deliverables, facilitating stakeholder engagement activities, and supporting overall Program Management Office (PMO) functions to ensure successful program execution.


The Senior Project Manager / Operations Lead works closely with program leadership, internal teams, subcontractors, and client stakeholders to maintain alignment across workstreams, monitor progress against program objectives, and ensure timely completion of deliverables and operational activities.


This role requires a highly organized and proactive professional with strong program coordination, communication, and operational management capabilities. The ideal candidate is comfortable managing multiple priorities in fast-paced environments and supporting complex initiatives involving cross-functional teams and external partners.

This role may support Rural Health Transformation Programs (RHTP) and other state-led healthcare transformation initiatives focused on improving healthcare access, quality, delivery system performance, care coordination, and population health outcomes.


Key Responsibilities

Program Operations & Coordination

  • Lead day-to-day program operations, coordination activities, and Program Management Office (PMO) functions across multiple workstreams. 
  • Manage program schedules, milestones, deliverables, and action item tracking to ensure alignment with project timelines and contractual requirements. 
  • Coordinate meetings, working sessions, stakeholder discussions, and governance activities, including agenda development, facilitation support, and documentation of outcomes. 
  • Monitor operational progress and communicate status updates, risks, dependencies, and escalation items to program leadership. 
  • Manage coordination and communication activities across internal teams, subcontractors, vendors, and subrecipients. 

Deliverable & Reporting Management

  • Track program deliverables, reporting deadlines, and operational priorities to support successful program execution. 
  • Prepare executive reports, status updates, presentations, dashboards, and program documentation. 
  • Maintain program documentation, meeting records, action logs, risk registers, and operational tracking tools. 
  • Ensure consistency, accuracy, and completeness of operational reporting and program materials. 

Stakeholder Engagement & Communication

  • Support engagement and coordination with client stakeholders, program leadership, and cross-functional teams. 
  • Facilitate communication across operational, technical, and administrative teams to support alignment and issue resolution. 
  • Assist with identifying operational risks, dependencies, and process improvement opportunities. 
  • Support follow-up activities and accountability tracking for decisions, action items, and deliverables. 

Program Oversight & Implementation Support

  • Lead implementation oversight activities, operational planning, and program coordination efforts. 
  • Monitor program performance, resource coordination, and workstream alignment to support successful delivery outcomes. 
  • Contribute to process improvement initiatives and operational efficiencies across the program. 
  • Provide operational leadership support for governance activities, executive meetings, and strategic planning sessions.

Requirements

Education & Experience

  • Bachelor’s degree required in Business Administration, Healthcare Administration, Public Health, Management, or a related field. 
  • Minimum of 8 years of experience supporting complex program operations, Program Management Office (PMO) coordination, reporting, stakeholder engagement, or implementation oversight within healthcare, public sector, or government environments. 
  • Experience supporting large-scale healthcare transformation initiatives, public health programs, Medicaid operations, or government modernization efforts preferred. 
  • Experience managing cross-functional workstreams, operational coordination activities, and program reporting preferred. 
  • Experience supporting subcontractor or subrecipient coordination activities preferred. 
  • Project Management Professional (PMP), Certified Associate in Project Management (CAPM), Agile, or related project management certification preferred. 

Required Knowledge, Skills & Abilities

  • Strong organizational and operational management skills with the ability to manage multiple priorities and deadlines simultaneously. 
  • Experience supporting Program Management Office (PMO) operations, program coordination activities, and executive reporting processes. 
  • Strong communication and interpersonal skills with the ability to collaborate effectively across diverse stakeholder groups. 
  • Ability to coordinate complex schedules, meetings, deliverables, and operational activities in fast-paced environments. 
  • Experience maintaining operational tracking tools, documentation, and reporting artifacts. 
  • Strong attention to detail and ability to monitor progress, identify risks, and support issue resolution activities. 
  • Ability to synthesize operational information into concise and actionable updates for leadership. 
  • Proficiency with Microsoft Office Suite including Word, Excel, PowerPoint, Teams, and SharePoint. 
  • Ability to work independently while collaborating effectively with distributed teams and external partners. 
  • Strong analytical, problem-solving, and critical thinking skills. 

Work Schedule

Consistent, full-time work expected Monday – Friday, eight hours per day in a focused and fast-paced environment.
