Requirements:

  • Oversee the full lifecycle of cloud products from discovery through operations to ensure scalability, resilience, security, and cost efficiency while maintaining compliance with FISMA, FedRAMP, Section 508, Privacy Act, and records management
  • Lead cross-functional teams (engineering, cybersecurity, UX, operations, data) and facilitate Agile ceremonies; coordinate with cloud providers and vendors to ensure FedRAMP compliance and SLA adherence
  • Define and track KPIs for availability, performance, user experience, security posture, and cost efficiency; drive continuous improvement using analytics and telemetry; support organizational readiness and change management

Senior Product Manager

HOW A SENIOR PRODUCT MANAGER WILL MAKE AN IMPACT

• Develop and maintain a product vision and roadmap aligned with FSA’s cloud modernization, Zero Trust goals, and enterprise architecture standards.

• Translate mission needs and regulatory requirements into actionable product requirements, epics, and user stories; prioritize backlogs using data‑driven methods.

• Oversee the full lifecycle of cloud products—discovery through operations—to ensure scalability, resilience, security, and cost efficiency.

• Ensure compliance with federal and ED/FSA requirements including FISMA, FedRAMP, Section 508, Privacy Act, records management, and cloud cost optimization policies.

• Define and track KPIs for availability, performance, user experience, security posture, and cost efficiency, using analytics and telemetry to drive continuous improvement.

• Lead cross‑functional teams (engineering, cybersecurity, UX, operations, data) and facilitate Agile ceremonies to support iterative delivery.

• Serve as primary liaison across FSA program offices, enterprise IT, cybersecurity, privacy, and external partners, ensuring clear communication on status, risks, and dependencies.

• Coordinate with cloud providers, integrators, and vendors to ensure FedRAMP compliance, SLA adherence, and successful integration of cloud capabilities into FSA’s environment.

• Support organizational readiness, training, and change management to drive adoption of cloud services and new product capabilities.

WHAT YOU’LL NEED TO SUCCEED

Education:
Bachelor’s degree in Information Technology, Computer Science, Business Administration, Public Administration, Engineering, or a related field.
Advanced degree preferred.

Experience:
• Demonstrated experience managing cloud‑based products or platforms within federal agencies or similarly regulated environments.
• Proven ability to lead cross‑functional teams and collaborate across government and contractor organizations.
• Experience working within federal IT governance structures, including ATO processes, continuous monitoring, and enterprise architecture reviews.

Technical Skills:
• Strong understanding of cloud architectures, cloud service models, and shared responsibility frameworks.
• Familiarity with AWS, Azure, or other FedRAMP‑authorized cloud environments.
• Ability to interpret federal security controls, compliance requirements, and technical documentation to inform product decisions.

Certifications (Preferred):
• Certified Scrum Product Owner (CSPO) or equivalent Agile certification
• PMP or PMI‑ACP
• ITIL Foundation
• Cloud certifications (AWS, Azure, or equivalent)
• Security/compliance certifications such as Security+ or CCSP

Security Clearance Level:
Ability to obtain a Public Trust or higher, per FSA requirements.

The likely salary range for this position is $169,604 - $229,464. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
