Requirements:

  • Create and oversee proposal strategy, compliance matrices, templates, and governance processes to ensure consistency and quality across submissions; lead formal proposal review meetings (pink, red, gold).
  • Collaborate with cross-functional stakeholders (SMEs, Legal, Finance, HR, Marketing) to align proposal narratives with business objectives and client needs; conduct post-submission debriefs and drive continuous improvement.

As a Senior Proposal Manager, you will be a strategic leader and trusted advisor within our proposal development engine — guiding complex, high-value bids from RFP receipt through to final submission. Together, we'll build persuasive, compliant, and strategically aligned proposals that reflect TELUS Health's commitment to innovation and excellence. You'll mentor junior team members, work alongside sales, subject matter experts, legal, finance, marketing, and HR to tell our story in a way that resonates with clients and wins transformational business.

What You'll Do

  • Lead and mentor the proposal team, fostering a collaborative, motivated environment while developing junior proposal professionals.
  • Manage complex, high-value proposal processes from start to finish — ensuring compliance with RFP requirements, strategic alignment, and flawless execution on large bids ($10M+).
  • Develop compelling, persuasive content tailored to specific client audiences, simplifying complex technical information while maintaining key messages and strategic win themes.
  • Interview subject matter experts to gather technical content, then translate and synthesize that information into clear, digestible proposals for non-expert audiences.
  • Create and oversee proposal strategy, compliance matrices, templates, and governance processes that ensure consistency and quality across all submissions.
  • Lead formal proposal review meetings (pink, red, gold), providing critical feedback and ensuring all submissions are error-free, on-brand, and strategically sound.
  • Collaborate with cross-functional stakeholders (SAM leads, SMEs, Legal, Finance, HR, Marketing) to align proposal narratives with business objectives and client needs.
  • Conduct post-submission debriefs, gather client feedback, and drive continuous improvement initiatives and lessons learned workshops.

What You Bring

  • A minimum of 5 years of direct proposal management experience, with proven success managing complex, high-value bids ($10M+) in larger organizations.
  • A Bachelor's degree in English, Communications, or a related field — or 8+ years of equivalent professional experience.
  • Expertise in content writing — you create clear, compelling, and persuasive content tailored to specific audiences and client needs.
  • Meticulous attention to detail with a track record of delivering error-free, high-quality submissions under tight deadlines.
  • Advanced proficiency in APA and Chicago style guidelines, with a thorough understanding of writing standards and best practices.
  • Proven project management skills managing multiple complex proposals simultaneously while maintaining quality and meeting aggressive deadlines.
  • Solutions-oriented mindset — you promote a collaborative team environment.
  • Advanced communication skills — you clearly convey complex information both verbally and in writing, and excel at stakeholder management.

Great-to-Haves

  • Certified Proposal Manager (CPM) through APMP or equivalent certification
  • Experience with proposal management software and advanced design tools
  • Background in healthcare, benefits, or enterprise technology sectors
  • Track record of winning high-value bids and managing post-award transitions
  • Mentoring or leadership experience in proposal teams
  • Experience with visual design and data visualization to enhance proposal impact
