1. Background

The Women Leaders in Eye Health (WLEH) initiative is a global partnership dedicated to advancing gender equity and leadership in eye health. In 2026, WLEH will implement two interlinked programs: AMPLIF-EYE, a mentorship and leadership Training-of-Trainers (ToT) program, and the WLEH Fellowship and Innovations Fund, which provides targeted financial support to women in eye health pursuing advanced training and high-impact innovations.

Together, these programs are designed to function as a pipeline: AMPLIF-EYE serves as an incubator for leadership, mentorship, and innovation-aligned ideas, while the Fellowship and Innovations Fund acts as an accelerator to support implementation, learning, and scale. The Leadership and Innovation Advisor plays a central role in ensuring coherence between the two.

2. Objective of the Consultancy

WLEH is seeking an experienced Leadership and Innovation Advisor to support the design, delivery, and integration of AMPLIF-EYE with the Fellowship and Innovations Fund. The consultant will act as a strategic bridge between mentorship training and financial investment, by guiding participants from learning to implementation and, where appropriate, to funding opportunities within an integrated incubator‑to‑accelerator approach.

3. Scope of Work

Under the guidance of the Gender team, the consultant will be responsible for the following:

A. AMPLIF-EYE – Mentorship and Leadership Incubator

- Finalize and deliver a virtual AMPLIF-EYE mentorship and leadership curriculum using adult learning and gender-transformative methodologies.

- Facilitate interactive virtual Training-of-Trainers sessions for a cohort of mid-career women in eye health.

- Provide structured group-based and individual coaching to support participants in developing mentorship or leadership initiatives aligned with WLEH values.

- Support participants to articulate (from the application stage) and further refine innovation‑aligned mentorship or leadership project ideas with clear potential for scale or replication.

B. Fellowship and Innovations Fund – Impact Accelerator

- Support the implementation of a transparent and merit-based selection process to the open call for applications for the Fellowship and Innovations Fund, in coordination with the Gender team.

- Provide technical input, as needed, to assess alignment, feasibility, and leadership impact of proposed fellowship or innovation ideas.

- Support awardees to strengthen learning outcomes and institutional impact.

C. Bridging and Embedded Pipeline Role

- Act as the connective link between AMPLIF‑EYE and the Fellowship and Innovations Fund by supporting an integrated design in which innovation‑aligned mentorship project ideas are articulated from the AMPLIF‑EYE application stage and further refined through training and coaching.

- Work with the AMPLIF‑EYE cohort to mature pre‑identified project ideas during the program, ensuring alignment with WLEH values and clarity around feasibility, leadership contribution, and potential for scale or replication.

- Where relevant, support and encourage participants whose project ideas demonstrate strong alignment to apply to the Fellowship/Innovations Fund through the established, merit‑based selection processes, recognizing this as a continuum rather than a separate pathway.

- Ensure coherence across timelines and expected outcomes between participant selection, mentorship training, project implementation, and any subsequent funding support, while maintaining clear distinction between training participation and funding decisions.

  1. Key Deliverables

The Leadership and Innovation Advisor will be expected to deliver the following outputs over the course of the consultancy:

AMPLIFEYE – Mentorship and Leadership Incubator

-A finalized AMPLIFEYE mentorship and leadership curriculum, including training materials aligned with adult learning and gendertransformative methodologies.

-Delivery of structured virtual TrainingofTrainers (ToT) mentorship and leadership sessions for the AMPLIFEYE cohort.

-Ongoing groupbased and individual coaching support to participants as they refine and implement mentorship or leadership initiatives identified through the application and training process.

Fellowship and Innovations Fund – Selection and Support

-Support the establishment and implementation of a transparent, meritbased selection process for the Fellowship and Innovations Fund, in coordination with the WLEH team.

-Technical input to assess proposed Fellowship and Innovation applications for alignment with WLEH values, leadership contribution, feasibility, and potential for institutional or systemlevel impact.

-Followup support to selected awardees, as appropriate, to strengthen learning outcomes, leadership development, and effective use of funds.

Integration, Learning, and Impact

-Actively document learning and insights emerging from the connection between AMPLIFEYE and the Fellowship and Innovations Fund, including how early project articulation through mentorship training informs the quality and impact of funded initiatives.

-Prepare a final integrated impact report synthesizing:

  • mentorship and leadership outcomes from AMPLIFEYE,
  • outcomes and early impact of Fellowship and Innovation awards,
  • key lessons learned from linking a mentorship incubator with an accelerator fund to inform future program design and scaleup.

5. Required Qualifications

Candidates should demonstrate the following:

- Advanced degree in public health, international development, education, gender studies, or a related field.

- Proven experience delivering leadership or mentorship Training-of-Trainers programs, preferably in low- and middle-income country contexts.

- Experience working across capacity-building programs and grant or fellowship mechanisms.

- Strong understanding of gender-transformative programming and mentorship methodologies.

- Experience facilitating virtual learning and adult education programs.

- Demonstrated capacity for coaching, follow-up, and qualitative impact reflection.

6. Application Process

Interested candidates are invited to submit:

- A technical proposal outlining their approach to delivering the consultancy across the two programs.

- A curriculum vitae (CV).

- A financial proposal indicating the consultant’s proposed rate and total consultancy value.

Only shortlisted candidates will be contacted.

7. Reporting and Management

The consultant will work closely with the Women Leaders in Eye Health and Gender team. The primary liaison and contact at Orbis for the consultancy is the Gender Equity and Social Inclusion Advisor, Orbis International.
