Provincial Digital Services (PDS) delivers provincial digital health strategies and business transformations
by relentlessly focusing on the end user and the end-to-end health services journey for everyone in
British Columbia. We concentrate on the design and delivery of digital health tools and platforms to
support the ongoing evolution of a connected health system and digitally enabled health care. By
collaborating with all provincial health sector partners, we ensure an equitable approach to addressing
health sector priorities.
PDS is part of the Provincial Digital Health & Information Services (PDHIS) portfolio that was formed in
July 2022 to enable our BC health system more effectively digitally and virtually. PDHIS brings together
many organizational units from different parts of PHSA into one portfolio and includes a close
partnership with the Ministry of Health to deliver on the BC Digital Health Strategy.
Within PDS, there are numerous initiatives that will require assistance for longer term planning and
short-term execution of deliverables, as well as providing business positioning and support for future
projects
The project supports the ongoing enhancement, stabilization, and scalability of the ImmsBC platform,
which manages immunization records, appointment booking, and public health reporting across British
Columbia.
The work includes implementing new features, strengthening system integrations, improving data
integrity and security, and ensuring alignment with PHSA enterprise architecture standards. The
initiative ensures the platform remains reliable, compliant, and responsive to evolving operational and
public health requirements.
Requirements
Services Required: The Solution Architect will provide architectural leadership for the ImmsBC platform, ensuring secure, scalable, and compliant solution design across integrated provincial systems. Services include defining technical architecture, overseeing integrations, guiding data and security design, reviewing vendor deliverables, and ensuring alignment with PHSA standards. The role supports ongoing enhancements and system stability across the platform. Specific Qualifications or Experience Required: ∙Extensive experience as a Solution Architect in large-scale enterprise environments ∙Strong expertise in Salesforce and related platform architecture ∙Demonstrated experience designing secure, scalable integrations with external systems and APIs ∙Experience working within healthcare or public sector environments, preferably in digital health ∙Strong understanding of data architecture, privacy, and security compliance requirements ∙Proven ability to translate business and clinical requirements into technical architecture designs ∙Experience providing architectural governance, design reviews.
Pricing Options Preferred: Although the majority of positions will require a full-time workload of 37.5/40 hours per week, there is no guarantee of this as it will depend on project requirements and available funding. Consultants will only be paid for the actual hours worked and will not be compensated for lunch breaks or other personal time. The hourly rate negotiated in this contract is considered a fair and negotiated rate for the resource and any extensions. There will be no increases to the hourly rate during the contract term or any available extensions unless a significant change in scope or other justification is approved by PHSA Leadership.
