Job Description
Client is hiring an energetic, motivated, innovative individual to be a part of our team supporting Center for Medicare and Medicaid Services (CMS) in Baltimore, MD. The Scrum Master works closely with the Program team, CMS Partners, and CMS Stakeholders to manage, maintain, and optimize project and service delivery to best support CMS and the general public. The Scrum Master will deliver solutions that ultimately ensure that the functions of Medicare, Medicaid, and Marketplace are carried out for the US citizen and contribute to efforts to reduce healthcare costs.
Agile Ceremony Facilitation
- Facilitate daily stand-ups, sprint planning, refinement, sprint reviews, and retrospectives
- Lead team and intra-team meetings
- Participate in sprint demos and scrum of scrums
- Maintain and generate team information radiators
- Collect, share, and suggest team metrics to drive improvement
Planning
- Ensure team understands goals, scope, and product domain
- Ensure clarity on Definition of Done
- Drive stories to "Ready” state for upcoming sprints/quarters
- Prepare for sprint planning with product owner and team
- Maintain backlog health with Product Owner/Manager
- Assist with release planning and acceptance criteria drafting
Team Support
- Foster collaboration and timely communication
- Encourage proactive participation during sprints
- Help team adapt to changes for better outcomes
- Promote experimental and fail-fast mindset
- Remove impediments by working with stakeholders
- Help define and update working agreements, Definition of Ready, and Done
- Communicate progress and blockers to stakeholders
- Coordinate cross-team dependencies
- Shield team from distractions and protect focus
- Coordinate environment setup, deployments, and releases
- Build high-performing teams and resolve conflicts
- Build trust among team members
- Encourage brainstorming, creativity, and confidence
- Capture agile metrics
Advice and Guidance
- Coach team on agile and scrum principles
- Identify strengths/weaknesses and guide improvement

Requirements
- Bachelor's + 5 years experience OR Master's + 3 years experience
- 5+ years as a full-time Scrum Master
- Experience driving agile transformation
- Certified Scrum Master (CSM) or PMI-ACP certification
- Experience with JIRA and Confluence
- Strong communication skills (written and verbal)
- Excellent time management and issue prioritization
- Strong attention to detail and task completion
Preferred Qualifications
- Software development/technology experience
- Experience with multi-disciplinary teams
- Understanding of CMMI Level 4 concepts
- SAFe experience
- Experience in agile-focused organizations
- Experience across SDLC roles (developer, tester, analyst, etc.)
- Knowledge of test automation, TDD, CI/CD
