We are seeking a Sr. Java Developer to support our Internal Revenue Service (IRS) Master File project. The Sr. Java Developer will provide development and testing of software applications on an enterprise server platform, which may include conducting systems analysis, design, development, testing, installation and documentation in support of new or existing software products within Internal Revenue Service (IRS) organizational components.
JOB RESPONSIBILITIES/DUTIES
The Sr Java Developer will have the following responsibilities:
· Create, update, unit test, and maintain IBM COBOL programs
· Update documentation such as Functional Specification Packages (FSPs) or Program Requirements Packages (PRPs) and/or Visio diagrams, and/or spreadsheets as needed
· Track requirements and create/execute unit test cases
· Write, analyze, review and/or provide comments on documentation such as Unified Work Requests (UWR), UWR responses and Internal Revenue Manuals (IRM), Interface Control Documents (ICD) Computer Operator Handbooks (COH)
· Rewrite programs, using workflow chart and diagram, and applying knowledge of computer capabilities, tax processing subject matter expertise, and symbolic logic.
· Perform or direct the revision, repair, or expansion of existing programs to increase operating efficiency or adapt to new requirements
· Consult with managerial, engineering, and technical personnel to clarify program intent, identify problems, and suggest changes
· Perform systems analysis and programming tasks to maintain and control the use of computer systems software
· Compile and write documentation of program development and subsequent revisions, inserting comments in the coded instructions so others can understand the program
· Prepare detailed workflow charts and diagrams that describe input, output, and logical operation, and convert them into a series of instructions coded in a computer language
· Consult with and assist testers in the development, SAT and FIT environments
QUALIFICATIONS:
· Bachelor's Degree from an accredited college or university required. An additional four (4) years of related experience may substitute for degree
· At least five (5) years of related experience required
· Experience designing and implementing Java 8 (or newer) or JEE solutions with a focus on Mainframes, JCL, Java Batch and business rules
· Experience using modern development methodology including Agile and continuous integration
· Experience with Lambda expressions and Generics
· Understanding of design patterns, SOA principles, and core Java API
· Working knowledge of web services, service discovery protocol, messaging protocols (REST, RPC, WS-*, SOAP etc.), schema design and JMS
· Strong interpersonal, communication, and writing skills
· Experience in planning and accomplishing goals and complicated tasks and providing consultation on complex projects as a top-level contributor or specialist
· Experience developing solutions integrating and extending GOTS and COTS products
· Experience with performance tuning and optimization of service-based Framework infrastructure and services
· Preferred qualifications include:
o Knowledge of Assembler Language (ALC) software applications on a mainframe platform
o Knowledge of Job Control Language (JCL)
o Experience working with big data
o Familiar with IBM Database (DB2)/Structured Query Language (SQL) development
o Familiar with ENDEVOR, a software change/release management tool
o Experience working in and a general understanding of Red Hat Linux OS
o Experience in performance tuning and Clustering JEE application based platform for Enterprise system (I.E. Tomcat, Weblogic, EAP, Websphere, etc.)
o Experience with Drools Business Rules Management System
o Experience in designing, implementing, and tuning JBoss products (EAP/EWS, BRMS, Fuse, Fuse SW, JDG, JDV, JON)
o Experience in designing, implementing, and tuning products that are similar in concept to the JBoss Middleware stack, such as iLog, Tibco, Weblogic, Websphere, etc.
o Experience in implementing SOA
o Background in managed file transfer, XML Gateway and various transport protocols (FTP, SFTP, HTTPS, TLS etc.)
o Experience using Rational Team Concert client and Rational Suite.
o Experience with IRS Enterprise Life Cycle (ELC), Enterprise Architecture and IRS policies, procedures, and strategies
o Experience developing Framework infrastructure and services within one of the SOA design patterns
o Experience working with Java Sprint technology including Spring JPA and Spring Batch
PHYSICAL REQUIREMENTS:
· Work is performed in a general office environment.
ADDITIONAL REQUIREMENTS AS PER CONTRACT/CLIENT:
· Candidates must meet requirements to obtain and maintain an IRS Minimum Background Investigation (MBI) clearance (active IRS Moderate Risk MBI clearance is a plus).
· Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for 3 years and be Federal Tax compliant.
SECURITY REQUIREMENTS (I.E. CLEARANCE, MBI)
NOTE: In response to
HSPD 12, the Department of Treasury has initiated a new program for improving the identification and authentication of Federal contractors for access to Federal facilities and information systems. Federal contractor employees with access to Federal facilities and information systems are required to comply with standards developed for the
Personal Identity Verification (PIV) of Federal Employees and Contractors in order to satisfy the requirements of HSPD-12. These standards require the creation of biometric data cards and systems to identify contractor employees. Biometric data includes personal identification information such as fingerprints and facial images and allows this personal information to be electronically stored, maintained, and accessed by the Government. All data required by Treasury's PIV system will be provided by contractors before access to Federal facilities and
information systems are granted. All contractors shall comply with HSPD-12 requirements as they are implemented or changed.
The applicable Seller employees shall have a current MBI with the IRS. All Seller employees shall be required to wear identification badges when working in government facilities.
