The Project Manager is required to have the following skills and experience:
• Demonstrate a good understanding of OCIO and Ministries' organizational structure, workflows, and project management practices.
• Minimum 5 years' experience in successfully leading Province wide, large-scale rollout projects within OCIO, ensuring that best practices are consistently used throughout the project lifecycle. Experience in leading strategic planning and execution of large-scale managed print service rollouts, focusing on optimizing performance, cost-efficiency, and scalability.
• Experience in developing a comprehensive project plan, communication plan, rollout approach plan covering all phases from initiation to closure, ensuring alignment with OCIO and Ministry goals and timelines.
• Engage and manage relationships with key ministry stakeholders, ensuring effective communication, alignment of objectives, and timely delivery.
• Lead and manage projects using Agile and Waterfall methodologies as needed to ensure the best outcomes for the project. Prepare and deliver regular project status reports, updates, and dashboards using tools such as Microsoft PowerBI and Excel.
• Identify, track, and mitigate project risks and issues, ensuring that the project stays on track and any potential problems are addressed before they impact the project's scope, schedule, or budget. Adapt project strategies to evolving OCIO and Ministry needs, effectively managing change and guiding the team through transitions.
RELEVANT EXPERIENCE
The Proposal should demonstrate the proposed Resource has at least 5 years' experience, within the past 10 years (as of the Closing Date of this RFP) with Project Manager at Experience Level 1 functions as project lead and is expected to operate at a senior level and have a solid understanding of the challenges and complexity in managing a project team in a complex public sector environment. The Senior Project Manager is expected to:
1. Project Leadership and Management (5+ Years):
• At least five years of experience within the past ten years in leading province-wide, large-scale rollout projects.
• Proven experience working within Office of the Chief Information Officer (OCIO) or equivalent, demonstrating adherence to best practices throughout the project lifecycle.
2. Proficiency in Agile and Waterfall Project Management Methodologies:
• Ability to lead and manage projects using Agile and Waterfall methodologies, adapting techniques based on project needs.
• Skilled in delivering project updates, status reports, and dashboards with tools like Microsoft Power BI and Excel.
3. Risk and Issue Management:
• Experience in identifying, tracking, and mitigating project risks and issues to maintain project scope, schedule, and budget.
• Capable of adapting project strategies to changing organizational and client needs, managing change effectively, and guiding teams through transitions.
4. Hands-on Experience with Similar Scope and Complexity Projects:
• Demonstrated experience in handling projects of similar scope and complexity, involving multiple interrelated services or Agile delivery.
• Proficient in using a variety of project management tools, technologies, and approaches relevant to large-scale, government-focused implementations.
5. Project Documentation and Analysis
• Ability to provide detailed descriptions of past projects, including scope, role, project timelines, deliverables, metrics, and outcomes.
• Demonstrated depth and breadth of experience in project management and in performing anticipated activities, as outlined in project qualifications.
