Project Name: Data Governance Framework

Project Overview: Develop a data governance program approach that aligns with collectively agreed-upon principles to ensure consistency of access, quality, privacy and security of health data across the province.

Management Consultants with Experience Level 1 are Consultants that can demonstrate in their submitted examples that they have led multi-discipline teams in strategic or complex initiatives to improve performance of an organization through analysis of existing business problems and development of future plans from conception to final implementation, including at least five years' experience working with senior executive management levels within a government body such as Deputy Ministers, Assistant Deputy Ministers and Government Chief Information Officers and that they reported to an executive manager or senior manager within an organization, managed effective working relationships with managers up to and including executive level, and/or had individuals performing functions at a management level or senior technical level reporting directly to them.

The Management Consultant at Experience Level 1 has the following skill set:

a) leadership of teams in consensus building with members from across public sector organizations such as ministries, agencies, authorities, crown corporations and other public entities as appropriate to the Experience Level;
b) development of legislation frameworks and legislation;
c) creating, identifying and articulating strategic objectives;
d) translating objectives into business plans;
e) developing cross-organizational objectives;
f) documenting and formalizing agreements into memoranda of understanding or memoranda of agreement;
g) identification and linkage of service outcomes of one organization or groups of organizations into an integrated service delivery model;
h) identification and implementation of organizational and functional design changes;
i) articulation and development of governance alternatives;
j) articulation, development and promotion of service delivery models, including citizen centric service delivery models;
k) facilitation of planning for cultural change;
l) investment portfolio analysis and executive decision consultation;
m) transition planning; and
n) preparation of reports such as Treasury Board Submissions.

The Management Consultant Level One is required to have the following skills and experience:

Management Consultants with Experience Level 1 are Consultants that can demonstrate in their submitted examples that they have led multi-discipline teams in strategic or complex initiatives to improve performance of an organization through analysis of existing business problems and development of future plans from conception to final implementation, including at least five years experience working with senior executive management levels for example within a government body this would be Deputy Ministers, Assistant Deputy Ministers or Government Chief Information Officers and managed effective working relationships with managers up to and including executive level, and/or had individuals performing functions at a management level or senior technical level reporting directly to them.


The consultant will:
  1. Develop a draft provincial Data Governance Framework for review and feedback.
    1. The Data Governance Framework should be provincial in scope yet applicable at both the Health Authority and Ministry levels and focus on the sharing of data between Health Authorities and the Ministry rather than the internal data management processes within each organization.
    2. The Framework should be based on a set of shared principles, some of which have already been identified, and should include the roles, responsibilities and accountabilities, and processes to facilitate the effective and efficient sharing of health sector data amongst all parties. This may or may not include an overarching, provincial governance structure to oversee the implementation and ongoing management of the framework and resolve potential conflicts.
    3. The Framework should be developed in such a way as to minimize the implementation impact within each organization while retaining the overall project intent. In other words, this Framework should be able to be embedded into existing Data Governance programs within each organization with as little negative impact as possible, yet still provide the structure required to efficiently share data between parties. To achieve this, an assessment of the Data Governance practices within each organization will be required.
    4. The initial draft should be solid enough to allow each organization to understand how they will need to absorb it into their existing Data Governance program, which will also position them to provide valuable feedback.
  2. Develop an Implementation Plan for each organization describing, at an elevated level, how to embed this Data Governance Framework effectively and efficiently into their existing Data Governance structures. The initial draft of the Framework and the Implementation Plan should be circulated together for feedback.
  3. Produce a final provincial Data Governance Framework after incorporating feedback from all parties.
    1. The Implementation Plan should be included as an Appendix.
    2. Feedback loops include key contacts within each Health Authority and the Ministry of Health.
    3. The deliverable will be considered "final" once all Parties have signed or have agreed to sign the Framework.
  4. Develop a PowerPoint deck describing the Framework and Implementation Plan, and the process that led to this final product including the review processes.
    1. The presentation should be designed for consumption by, and delivered to, the key contacts within the Health Authorities and Ministry.
  5. Develop a Training Program
    1. The content for a training program will focus on educating employees about the data governance principles and practices included in the Framework.
    2. The objective of this training will help build a data-driven culture and ensure that all employees understand their roles and responsibilities in managing data.
    3. The consultant will not be required to deliver the training.

The framework does not require definition or guidance on the following topics which are to be addressed by other sub-working groups:
  • Roles and responsibilities of a Chief Data Steward.
  • Indigenous data governance.
  • Information sharing plans and agreements.

These concepts may still be accounted for or referenced within the framework.

Deliverables:
  1. A draft of a provincial data governance framework for review and feedback
  2. A final provincial data governance framework after incorporating stakeholder feedback.
  3. Presentation and training materials to present to relevant health authorities and Ministry stakeholders.

The Proponents should demonstrate that the proposed Consultant(s) have the following skills and experience:
  • 7 years of recent experience in providing services of similar scope and complexity in the public sector demonstrating knowledge and understanding related to data and information governance with a particular focus on data access and data sharing involving large volumes of personal information.
  • Demonstrated knowledge of information related to Canadian legislation, regulations and policies. In BC these would be the Ministry of Health Act, the e-Health Act, and the Freedom of Information and Protection of Privacy Act in British Columbia.
  • Demonstrated knowledge of data systems and analytics, including the use of large complex data sets to support analytics.
  • Managing with diverse collaborators across the sector in different levels and parts of an organization and leading teams in consensus building with members from across public sector organizations such as ministries, agencies, authorities, crown corporations and other public entities.
  • Managing and creating working relationships within a complex policy environment (business and social policies).
