We’re growing fast, with teams based in Tel Aviv, Israel, and Austin, Texas, and a public sector customer base that includes some of the largest DOTs in the country.



About the Role

As a Public Sector Product Manager, you will own and drive key product offerings for DOTs, municipalities, and public agencies, translating complex planning and utility coordination challenges into scalable, elegant software solutions powered by AI.

You’ll work closely with DOT users and champions, engineering, design, and go-to-market teams to deliver intuitive products that address early-stage infrastructure planning (concept or pre-planning), utility risk mitigation, and coordination workflows.

This is a high-impact role with visibility across executive stakeholders, ideal for a mid-career product leader ready to shape the future of digital infrastructure.


You’ll join a fast-growing product team and collaborate closely with:

  • Senior leadership in Product and GTM
  • Engineering leads across UX and platform teams
  • Customer Success, Solutions Engineering, and Sales
  • DOT champions and users from Utility Coordination, Right of Way, Design and Planning groups


Key Responsibilities

  • Lead the product lifecycle for features serving DOTs and public infrastructure agencies from ideation to launch and iteration.
  • Deeply understand public-sector workflows in the early planning phase, like utility coordination, ROW analysis, permitting, project budgeting, and approvals.
  • Conduct user research with DOT stakeholders to validate pain points and test prototypes.
  • Define requirements and write PRDs/MRDs for AI-powered features accelerating early planning workflows
  • Partner with engineering and design to deliver user-centric, high-quality product.
  • Track success metrics and iterate based on adoption, feedback, and impact
  • Collaborate with Customer Success to drive onboarding, training, and satisfaction.
  • Contribute to GTM efforts with value positioning and internal enablement.

Requirements

  • 4+ years of product management experience delivering B2B or SaaS products.
  • Prior exposure to public sector clients — ideally Departments of Transportation, municipalities, or transit agencies.
  • Strong cross-functional communication skills; you can translate field feedback into actionable product specs.
  • Experience writing clear, concise PRDs/MRDs and leading agile ceremonies.
  • Passion for civil engineering infrastructure is a must.
  • Comfortable working with technical teams and navigating complexity across data, GIS, and AI-driven features.


Preferred

  • Experience with infrastructure design software (Esri, Autodesk, Bentley, Trimble etc.)
  • Prior work with AI-driven analytics or mapping platforms.
  • Familiarity with concept planning, utility coordination, permitting, dig ticket workflows, ROW planning, or SUE processes.
  • Understanding of government procurement cycles and compliance nuances.

  • Your product initiatives lead to measurable planning improvements - DOTs report faster project approvals, reduced utility-related delays, or improved coordination timelines as a result of using features like Utility Insights, Utility Routing for relocation, or the Utility Coordination AI Agent.
  • Your decisions help prioritize customer outcomes over feature checklists - Instead of simply shipping features, you validate that they solve real pain points for transportation engineers, utility coordinators, and project managers working on high-stakes infrastructure projects.
  • 4M becomes essential to early project workflows - Your product work increases daily active usage and drives repeat engagement across DOT accounts, with multiple teams integrating 4M into planning, coordination, or permitting workflows.
  • Customer trust and satisfaction grow across the public sector - Pilot programs convert into enterprise-wide adoption, CSAT scores improve over time, and customers cite your features as key differentiators in post-implementation feedback.
  • Your work contributes to 4M’s growth and positioning as a category leader - Whether it’s retention, expansion, or net-new acquisition, your product impact is directly reflected in improved usage metrics and strategic wins across the public sector.
