Job description

Overview:

Reporting to the Vice President of Business Development, the Business Development RFP Specialist is responsible for leading HSP’s national public bid (RFP) strategy and optimizing the supporting infrastructure and processes that drive business development effectiveness. This role serves as the operational backbone of the sales function—facilitating bid responses, managing pipeline visibility, enhancing enablement tools, and supporting long-term strategic growth through operational excellence and collaboration across teams.

Essential Duties & Responsibilities:

  • Lead HSP’s U.S.-based public bid/RFP acquisition, development, and submission efforts.
  • Own the RFP process lifecycle from intake and response coordination to final review and on-time submission.
  • Lead efforts to operationalize RFP’s won
  • Maintain and continuously improve the RFP response library and templates.
  • Establish and manage relationships with public agencies, bid organizations, and contract administrators—pre- and post-award.
  • Track and report RFP activity, deadlines, and success metrics through a centralized RFP calendar and pipeline.
  • Coordinate internal resources to meet contract requirements, launch kickoffs, and ensure contract compliance post-award.
  • Implement and lead an analytics program to measure win rates, efficiency, and areas for continuous improvement.
  • Conduct outreach to government and private organizations to increase awareness of HSP’s services and uncover new bid opportunities.
  • Support the development and refinement of pricing calculators and proposal cost models.
  • Attend industry conferences and events, as needed and with advance notice.
  • Collaborate closely with other TrueBlue business units on multi-division proposals and shared opportunities.


Qualifications:

  • Bachelor’s degree in Business Administration, Public Administration, Marketing, or a related field preferred but not required.
  • 2 years of proven experience managing government contracts and RFPs.
  • Prior experience with pricing models, proposal management tools, and CRM systems required.
  • Familiarity with the staffing industry or public procurement processes is preferred.
  • Equivalent combination of education and experience will be considered.
  • Strong understanding of public procurement processes and bid lifecycle management.
  • Advanced organizational and project management skills with the ability to handle multiple priorities and tight deadlines.
  • Analytical mindset with a focus on improving processes, workflows, and outcomes.
  • Excellent verbal and written communication skills, including proposal writing and executive summaries.
  • Proficiency in Microsoft Office Suite, CRM platforms, project management tools, and Adobe.
  • Collaborative approach and ability to partner cross-functionally with internal and external stakeholders.
  • Detail-oriented, process-driven, positive attitude and adaptable to a dynamic work environment.


Salary Range: The salary range for this role is anticipated to be between $58,333 - $70,000 annually, depending on experience and geographic location. Please note that actual compensation offered may vary based on local pay requirements and will meet or exceed state-specific minimum wage or salary thresholds.


Additional Compensation: Employee will have the opportunity to earn $5,000 per quarter, contingent upon meeting performance targets. These targets will be based on a combination of the number of RFPs qualified, responded to, and won each month.
