Job Description

Serve as the primary employer-facing representative for Workforce Solutions Borderplex Industry & Workforce Support Services activities. Conduct employer outreach, workforce needs assessments, workforce intelligence gathering, recruitment support, Work In Texas employer support, job order management, workforce solution development, and employer follow-up activities designed to support employer workforce needs and workforce system priorities.

Essential Job Functions

1. Conduct employer outreach activities throughout the Borderplex service area.
2. Develop and maintain employer relationships through ongoing communication and workforce consultations.
3. Perform workforce needs assessments and identify hiring demand, workforce shortages, credential requirements, and workforce challenges.
4. Respond to employer inquiries received through customer service channels, website requests, email inquiries, and partner referrals.
5. Assist employers with Work In Texas account creation, account updates, password resets, and system navigation.
6. Create, review, and maintain job orders within Work In Texas.
7. Follow up with employers to obtain missing job order information and ensure posting quality.
8. Support recruitment efforts, hiring events, job fairs, and workforce outreach activities.
9. Conduct employer discovery sessions using the Business Engagement & Employer Partnership Framework.
10. Identify apprenticeship, work-based learning, WEX, OJT, customized training, incumbent worker training, career pathway, layoff aversion, and Rapid Response opportunities.
11. Match workforce resources to employer hiring needs and coordinate candidate referrals.
12. Collaborate with Employment Services staff, workforce contractors, educational institutions, apprenticeship sponsors, and workforce partners to support employer workforce needs.
13. Track hiring outcomes, referral activities, and employer follow-up activities.
14. Document employer services, workforce opportunities, referrals, job order activities, hiring events, apprenticeship opportunities, WEX, OJT, and workforce solution activities within WSB-approved systems.
15. Maintain timely and accurate documentation supporting contract performance and accountability.
16. Participate in Workforce System Coordination Meetings, employer engagement activities, and workforce intelligence discussions.
17. Utilize Extreme Customer Service principles in all employer and partner interactions.

Other Job Duties

Other duties and special projects as assigned. Responsibilities may expand to support Board-directed initiatives, workforce intelligence gathering, and workforce system coordination activities.

Qualifications

Education

Bachelor's degree in Business, Workforce Development, Human Resources, Marketing, Public Administration, Economic Development, Education, Human Services, or related field, or equivalent experience.

Experience

Minimum of three years of experience in business services, employer engagement, workforce development, recruitment, human resources, staffing, sales, economic development, or related employer-facing roles.

Skills and Abilities

• Strong relationship-building skills

Technology Requirement: 

Position requires strong technology proficiency, including use of workforce information systems, Microsoft 365 applications, electronic case management, virtual service delivery 
tools, and evolving AI-enabled platforms in a paperless environment. Experience working within the Work In Texas system preferred. Successful completion of a basic IT skills assessment is required.
