The developer will design, develop, test, and maintain secure applications and data integration solutions using C#, .NET Core, ASP.NET, SQL, REST APIs, and InterSystems IRIS while supporting enterprise data migration, interoperability, and modernization efforts.

The position operates within a remote, multidisciplinary Agile development team, collaborating with software developers, EHRM architects, database specialists, quality assurance personnel, and federal stakeholders. The developer will participate in software development lifecycle activities, application troubleshooting, production support, and continuous improvement initiatives, including evaluating AI-assisted development tools and Large Language Model (LLM) integrations.

The candidate must reside within the continental US.

Responsibilities:

  • Design, develop, enhance, and maintain secure applications using C#, .NET Core, .NET Framework, ASP.NET, MVC, Web API, JavaScript, Angular, React, and related technologies to support VA healthcare data migration and syndication initiatives.
  • Develop and maintain database-driven applications, data integration processes, and interfaces using SQL, MS SQL Server, Oracle, MySQL, SOAP/REST APIs, and InterSystems IRIS/HealthShare, including secure web services, metadata management, database design, and performance optimization.
  • Collaborate with EHRM architects and cross-functional teams to conduct gap analyses, identify application and data management requirements, develop technical solutions, and implement software enhancements supporting interoperability and change management objectives.
  • Perform application troubleshooting, debugging, root cause analysis, unit testing, integration testing, and performance testing while implementing corrective actions, maintaining secure configurations, and supporting application deployment and monitoring within IIS and other environments.
  • Participate in Agile software development activities, including code reviews, technical documentation, version control, CI/CD processes, and application security validation using GitHub, Azure DevOps, Visual Studio, Fortify, and related development tools.
  • Evaluate and implement AI-assisted development capabilities and Large Language Model (LLM) integrations to support code generation, automated testing, data mapping, migration workflows, and application enhancements while maintaining security, reliability, and code quality standards.
  • Take on additional tasks and responsibilities as needed to support team objectives and ensure the success of the project.

Requirements:

  • Bachelor's degree in Computer Science, Electronics Engineering, or another engineering or technical discipline, or eight (8) years of additional relevant experience in lieu of a degree, with a minimum of five (5) years of relevant software development experience.
  • Strong hands-on experience developing and maintaining applications using C#, .NET Core, .NET Framework, ASP.NET, MVC, and Web API.
  • Proficiency in SQL, relational database development, database design, query optimization, and integration with databases such as Microsoft SQL Server, Oracle, or MySQL.
  • Experience developing and consuming RESTful and SOAP web services, implementing JavaScript-based web applications, and using modern development tools, version control systems, and Agile software development methodologies.
  • Strong analytical, troubleshooting, and problem-solving skills with the ability to identify software defects, perform root cause analysis, and develop secure, maintainable, and well-documented solutions.
  • Excellent communication, organizational, and collaboration skills with the ability to work effectively in a remote, multidisciplinary development environment and coordinate with technical teams and stakeholders.

Additional Qualifications:

  • Previous experience supporting the Department of Veterans Affairs (VA) or other federal government organizations, particularly healthcare modernization, data migration, data syndication, or interoperability initiatives involving InterSystems IRIS, HealthShare, Caché, or related technologies.
  • Experience using AI-assisted development tools such as GitHub Copilot to generate, refactor, document, and test C#/.NET applications; familiarity with LLM API integrations, prompt engineering, retrieval-augmented generation (RAG), and AI-assisted SQL or data transformation development.
  • Familiarity with federal application security requirements, PHI/PII protection, responsible AI practices, and development quality controls, including Fortify, CI/CD pipelines, automated testing, secure code reviews, and agency-approved AI tools.

Security Clearance Requirements:

  • U.S. Citizenship is required.
