Job description

What We're Looking For:

Tidal Basin, a Michael Baker company, is seeking a CDBG-DR Housing Specialist who supports the design, implementation, and day-to-day delivery of owner-occupied housing rehabilitation, reconstruction, replacement, reimbursement, elevation, mitigation, and related disaster recovery programs. The position works in a consulting and client-service environment supporting federal, state, territorial, tribal, and local government programs.

The successful candidate will integrate applicant, property, eligibility, award, environmental, inspection, construction, payment, and closeout information; maintain defensible records; provide responsive applicant and client service; and escalate complex or high-risk matters in accordance with approved program requirements.

What You'll Do:
  • Support implementation of homeowner rehabilitation, reconstruction, replacement, reimbursement, elevation, mitigation, and related housing recovery activities.
  • Review applicant and property records for completeness and consistency, including ownership, occupancy, primary residence, income, household composition, national objective, disaster impact, duplication of benefits, and other program requirements.
  • Coordinate intake, eligibility, award calculation, environmental review, inspections, scope development, construction, payment, compliance, and closeout milestones.
  • Prepare case summaries, determination support, correspondence, notices, checklists, exception requests, and management briefing materials.
  • Maintain complete, accurate, timely, and audit-ready records in approved case management, document management, grants management, and reporting systems.
  • Monitor assigned cases or portfolios for aging, missing documentation, dependencies, risks, service-level commitments, and required follow-up.
  • Explain program requirements and next steps clearly to applicants, contractors, client representatives, and internal teams without making unauthorized commitments.
  • Identify and escalate policy ambiguity, inconsistent documentation, potential duplication of benefits, fraud indicators, environmental concerns, applicant complaints, construction issues, and unsupported determinations.
  • Coordinate with case management, policy, environmental, legal, inspections, construction, finance, data, technology, and quality-control personnel.
  • Support quality reviews, monitoring, audits, appeals, complaints, records requests, corrective actions, and grant closeout.
  • Follow maker-checker controls, approval thresholds, privacy, information security, records retention, conflict-of-interest, and timekeeping requirements.
  • Assist with program startup, testing, training, workflow documentation, surge operations, and continuous improvement.
  • Perform other duties of a similar nature and level as assigned to meet project, client, and organizational needs.

What You Need to Succeed:
  • Bachelor's degree in housing, public administration, planning, business, construction, social sciences, emergency management, or a related field preferred; directly relevant experience may be substituted for the degree requirement.
  • At least three years of housing, community development, disaster recovery, grants management, construction administration, case management, eligibility, or related program experience.
  • Demonstrated ability to review complex files, reconcile information, document conclusions, manage deadlines, and communicate professionally with diverse stakeholders.
  • Ability to apply written policy consistently, protect personally identifiable information, and identify matters requiring supervisory or technical review.
  • Proficiency with Microsoft 365 applications and the ability to learn client and company systems.

Preferred Qualifications

  • Direct CDBG-DR, CDBG-MIT, CDBG, HOME, FEMA, HUD-funded homeowner housing, or comparable disaster recovery experience.
  • Experience supporting rehabilitation, reconstruction, reimbursement, elevation, mitigation, or replacement housing programs from application through closeout.
  • Experience with eligibility, income verification, duplication of benefits, award calculation, environmental review, inspections, construction draws, or applicant appeals.
  • Experience using case management, document management, grants management, inspection, GIS, or reporting platforms.
  • Consulting experience supporting government
