Job description

Mathematica seeks a Digital Quality Measure Developer (DQMP) to support the development, testing, implementation, and maintenance of digital quality measures and interoperable quality measurement solutions. This individual will apply health informatics, programming, and interoperability expertise to translate clinical and quality measurement concepts into accurate technical specifications and executable measure logic.

The DQMP will perform hands-on work using health IT standards, data models, expression languages, terminology systems, and digital quality measure development tools, including FHIR, CQL, QDM, MADiE, and VSAC. This individual will contribute to testing and quality assurance, participate in interoperability and standards communities, and support Mathematica's digital quality measurement and FHIR capabilities. Clinical training or experience is preferred but not required.

Core Responsibilities:

  • Develop, maintain, test, and implement digital quality measures and related technical specifications using CQL, QDM, FHIR, and other applicable digital quality measurement standards.
  • Translate measure concepts into technical specifications, including measure logic, data elements, value sets, terminology mappings, and standardized code systems.
  • Use MADiE, VSAC, Bonnie, MAT, and related tools to author, maintain, test, and validate digital quality measure specifications.
  • Conduct testing, debugging, validation, and quality assurance of measure logic, specifications, value sets, code, and documentation to ensure accuracy and alignment with measure intent and applicable standards.
  • Interpret and apply relevant policies, regulations, standards, implementation guides, and developments in CMS quality programs and health IT policy to digital quality measure work.
  • Participate in HL7 and other standards or interoperability forums and serve as a technical resource to measure development teams.
  • Develop technical documentation and communicate technical issues, findings, and solutions clearly to clients, project teams, and audiences with varying levels of technical expertise.
  • Collaborate with multidisciplinary project teams to deliver digital quality measurement and interoperability solutions.
  • Support business development by contributing technical expertise and proposal content related to digital quality measurement and interoperability.
