About the Role:

Culmen International is seeking a Program Manager to support an Air Force contract.

The Program Manager provides overall leadership, authority, and accountability for the contract and associated task orders. This key role leads the Program Management Office, serves as the principal interface with the Contracting Officer and Government Program Manager, and directs planning, staffing, deployment, subcontract management, quality, safety, security, property, cost, schedule, and performance activities.

The Program Manager must be available to support urgent requirements and globally dispersed operations.

What You’ll Do in Your New Role:
  • Lead and maintain a fully staffed Program Management Office and execute the accepted AFCAP Management Plan.
  • Provide executive oversight of multiple concurrent task orders in geographically dispersed CONUS and OCONUS locations.
  • Maintain 24/7 program responsiveness and ensure an authorized representative responds to the Contracting Officer by telephone within one hour of notification.
  • Direct rapid proposal development and mobilization for routine and urgent requirements, including unusual and compelling urgency actions.
  • Coordinate staffing, deployment, contracts, security, procurement, quality control, safety, property, and subcontract management functions.
  • Ensure compliance with contract requirements, task-order requirements, security obligations, cybersecurity standards, ethics requirements, CTIP, host-nation laws, and applicable federal and DoD regulations.
  • Establish governance for schedule, cost, risk, performance metrics, reporting, corrective actions, and continuous improvement.
  • Oversee Site Managers and task-order teams and confirm that key personnel and deployed staff meet qualification, clearance, training, medical, and readiness requirements.
  • Manage Government and customer relationships and provide timely, transparent status, risk, and decision information.
  • Maintain accurate key-contact information and notify the Government of proposed key-personnel changes within required timeframes.
Required Qualifications:
  • Current active Secret security clearance.
  • Bachelor’s degree in business, engineering, construction management, logistics, program management, or a related field.
  • 5+ years of program management experience within the last seven years.
  • Demonstrated expertise in Government appropriations.
  • Experience with Air Force Mission Support functions—particularly Engineering and Force Support—or equivalent large-scale DoD installation services and base operations support.
  • Experience managing construction, services, and commodities requirements.
  • Strong knowledge of Government acquisition processes.
  • Demonstrated experience simultaneously managing multiple task orders valued above $2 million each in geographically dispersed locations, or equivalent deployment experience.
  • Ability to lead global, time-sensitive operations and communicate effectively with senior Government, customer, partner, and subcontractor stakeholders.
Desired Qualifications:
  • Master's degree
  • PMP or comparable program-management certification.
  • Experience with contingency contracting, expeditionary operations, IDIQ programs, and cost-reimbursable and firm-fixed-price task orders.
