COMPANY: Quanta Government Solutions

JOB TITLE: Senior Costpoint System Administrator

DEPARTMENT: Information Technology

LOCATION: Remote

REPORTS TO: Director, IT

CLASSIFICATION: Exempt

POSITION OVERVIEW:

QGS is seeking a Senior Costpoint System Administrator to serve as the subject matter expert and functional owner of Deltek Costpoint across QGS and its affiliated Operating Companies. In addition, this role manages, configures, and maintains the Deltek Costpoint enterprise resource planning (ERP) environment, serving as the organization’s main point of expertise for system security, integrations, and module troubleshooting across accounting, projects, and other business modules.

This is a hands-on role that combines day-to-day functional system administration and end-user support with technical ownership of the Costpoint ERP environment, including user access management, system security, compliance standards, integrations, and platform maintenance and upgrades. The Senior Costpoint System Administrator partners with accounting, finance, project control, and program teams to configure the system, resolve issues, manage integrations, process batch jobs, and keep month-end close, billing, and reporting cycles running smoothly.

This role is ideal for a seasoned Costpoint professional with deep government contract accounting knowledge, strong troubleshooting skills, and the ability to work across teams to bring accuracy, consistency, and reliability to critical financial systems and reporting. This role reports to the Director, IT; direction on the accounting and finance aspects of the role is provided by the Director, Accounting and Finance.

What You'll Do:
  • Serve as the subject matter expert and system administrator for Deltek Costpoint GCCM, supporting government contract accounting operations end to end across QGS and its affiliated Operating Companies.
  • Administer core Costpoint modules, including General Ledger, Accounts Payable, Accounts Receivable, People, Projects, and Procurement.
  • Lead User Access Management for Costpoint and Cognos BI, including user and user group setup and maintenance, security roles, and access controls to protect system security and enforce segregation of duties.
  • Maintain compliance with applicable Compliance Standards (e.g., DCAA, SOX/ITGC) through system configuration, access controls, and audit-ready documentation.
  • Serve as the primary point of contact for Deltek Support and the escalation point for Costpoint issues, owning Tier 1 & 2 support internally, escalating to Deltek (Tier 3) as needed, and managing system maintenance, upgrades, and testing, with responsibility for change control in accordance with SOX controls, to keep the environment current, stable, and secure.
  • Own Costpoint configuration standards, technical roadmap, upgrade strategy, and the Deltek vendor relationship, leading the resolution of complex system and configuration issues.
  • Support Costpoint account/org structure configuration driven by new entity setup (subsidiaries, affiliated companies, and joint ventures), M&A, organic growth, or internal reorganization, including data migration, reporting hierarchy realignment, and department-level restructuring.
  • Support configuration, maintenance, and troubleshooting for indirect cost pools, rates, and revenue formulas to ensure accurate project reporting and DCAA compliance.
  • Provide training, ad hoc support, and problem-solving for finance, project control, and program teams.
  • Develop and document internal processes, procedures, and SOPs for consistent, compliant system use.
  • Develop and maintain reference guides and training documentation for key master data areas (e.g., project setup, indirect cost pools and rates, account-org structure), and guide the accounting team in owning day-to-day master data maintenance, including ongoing quality review.
  • Manage third-party system integrations (file-based and API/middleware) between Costpoint and platforms such as payroll (ADP) and expense (SAP Concur), including extracting and importing ADP/Concur files and troubleshooting integration issues and manual ETL where necessary.
What You'll Bring:

Required Education and Experience

  • Bachelor’s degree in IT, Computer Science, or a related field required; an equivalent combination of education and progressive, hands-on experience may be considered in lieu of a degree. Also requires 7+ years of hands-on experience administering and supporting Deltek Costpoint in a government contracting environment, including General Ledger, Accounts Payable, project setup, billing, indirect pools and rates, user access and system security administration, and third-party integrations (file-based and API/middleware).

Preferred Education and Experience

  • Prior experience as a Costpoint functional consultant or system administrator supporting multiple government contractors; working knowledge of the Cognos BI reporting tools; experience with Costpoint integrations to payroll (ADP) and expense (SAP Concur) systems, and with Deltek Cobra EVMS; and familiarity with DCAA requirements and Incurred Cost Submissions.
  • Experience administering Costpoint within Deltek's GovCon Cloud Moderate (GCCM) environment or Deltek's commercial SaaS offering, given the differing support and compliance model compared to an on-premises deployment.
  • Experience administering Costpoint at an organization subject to SOX controls, including change management (formal patch and version approval processes), backup and restore (recovery testing and validation against Key Reports), and access authorization (a maintained user access authorization matrix).
  • Experience supporting M&A or internal reorganization activity within Costpoint, including new entity setup, data migration, and account/org structure configuration.
