Change Management Specialist, Operational Informatics Pipeline (OIP)

Artemis seeks a Change Management Specialist to support the Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Office of Clinical Informatics (OCI) on the Operational Informatics Pipeline (OIP) contract. You will plan and lead change management for informatics initiatives, helping clinicians, informaticists, and field staff adopt new workflows, standards, and systems. The role supports both the Interoperability and Clinical Informatics Solutions specialty areas, including Federal Electronic Health Record (EHR) transitions, standardized clinical workflows, informatics workforce programs, and adoption of health information exchange. You will work within Scaled Agile Framework (SAFe) Agile Release Trains alongside OCI’s change management lead, clinical informaticists, and VA Business Owners.

Primary Responsibilities:
  • Change Strategy and Assessment. Complete change management assessments and develop change strategies for informatics initiatives.
  • Transition and Implementation Planning. Develop transition plans and integrate change management activities into project plans and PI roadmaps.
  • Change Deliverables. Create communication plans, roadmaps, coaching plans, training plans, and resistance management plans.
  • Stakeholder Management. Identify and analyze stakeholders across VHA Central Office, Veterans Integrated Service Networks (VISNs), and VA medical centers, and support and engage senior leaders.
  • Resistance Management. Identify and manage anticipated resistance, including in union environments.
  • User Readiness. Evaluate and support user readiness for Federal EHR transitions, workflow standardization, and new informatics tools.
  • Adoption Support. Support adoption of health information exchange capabilities and standardized clinical content through field networks such as the Health Informatics Community of Practice.
  • Organizational Design Support. Support organizational design and the definition of roles and responsibilities, including changes to field informaticists’ responsibilities.
  • Change Measurement. Define and measure success metrics, monitor change progress, and track and report issues.
  • Agile Team Participation. Participate in Planning Interval (PI) Planning, backlog refinement, iteration ceremonies, and system demos; align change activities with Feature delivery.
Minimum Qualifications:
  • Bachelor’s degree (BA/BS) required.
  • Minimum of 6 years of professional experience in change management or organizational transformation.
  • Experience developing change management deliverables, such as communication plans, training plans, and resistance management plans.
  • Experience with stakeholder analysis and engagement, including senior leaders.
  • Experience measuring change adoption and user readiness.
  • Ability to obtain and maintain a VA background investigation at the level assigned to the position; must reside and work in the United States with U.S. work authorization.
Desired Qualifications:
  • Prosci certification.
  • Experience applying change management in a union environment.
  • Experience with change management for health care organizations, including EHR transitions.
  • Experience supporting VA or VHA.
  • Certified Change Management Professional (CCMP).
  • Degree in organizational psychology, business, health care administration, or a related field.
  • Experience on SAFe or Scrum teams.
