TERMS OF REFERENCE
GENERAL OBJECTIVE: The project aims to improve Haiti Street’s flood resilience by raising the road and installing culverts to improve drainage, reduce flooding and standing water, prevent road damage, and ensure safer, more reliable access for residents.
DURATION: 6 months
1. Background
The Building Community Resilience via Transformative Adaptation project is implemented by PACT with funding from the Adaptation Fund, with the Belmopan City Council receiving a sub-grant to implement the Enhancing Community Resilience and Biodiversity through Sustainable Flood Management in Belmopan project.
As part of this initiative, Haiti Street has been identified as a critical area affected by recurring flooding. The project will raise the roadway and install culverts to improve drainage, reduce flooding, erosion, and road deterioration, and ensure safer and more reliable access for residents, businesses, and emergency services. The intervention supports the City Council’s broader efforts to strengthen climate-resilient infrastructure and promote sustainable urban development.
2. Objectives and Responsibilities
The primary objective of this project is to enhance the flood resilience of Haiti Street by improving its elevation and drainage capacity. By raising the roadway to an appropriate height, the project aims to prevent frequent flooding, thereby ensuring safer and uninterrupted access for residents. The installation of culverts will further support effective water management by redirecting excess runoff and reducing standing water, which contributes to road degradation and hazardous conditions.
