Full-Stack/API Developer

The Full-Stack/API Developer is a core software engineer responsible for hands-on feature development, API endpoint implementation, UI component creation, and spatial data ingestion. Working within an integrated Agile engineering team, this role contributes directly to building next-generation features for the National Water Prediction Service (NWPS), including new hydrograph visualization options, gauge location search tools, and precipitation frequency data displays.

Collaborating with Senior Developers, GIS Specialists, and Government hydrologists, the Full-Stack/API Developer writes clean, maintainable code, implements accessible frontend components, writes automated unit tests, and moves software updates through automated VLab GitLab CI/CD pipelines.

• Feature & Endpoint Development: Develop, test, and deliver new full-stack features, web pages, and RESTful API endpoints for NWPS modernization tasks.

• Frontend UI Component Building: Construct responsive, accessible web interface components (hydrographs, data tables, map widgets, location search views) using HTML5, CSS3, and JavaScript/TypeScript, ensuring strict compliance with WCAG 2.1 AA and Section 508 standards.

• Backend Ingestion & Data Services: Write Python scripts and SQL queries to parse, transform, and store multi-source hydrologic datasets in Amazon Aurora PostgreSQL and S3.

• Automated Unit & Integration Testing: Write automated unit and integration tests (Pytest, Jest, or unittest) for all new code to guarantee compliance with the mandatory =80% statement test coverage requirement.

• GitLab/GitHub CI/CD Workflows: Utilize VLab GitLab and GitHub for daily feature branching, pull/merge requests, automated pipeline execution, and peer code reviews.

• Agile Sprint Participation: Active participation in daily Scrum stand-ups, sprint planning, story estimation, and issue tracking in Jira/VLab Redmine.

• Community Code Review Support: Assist senior engineers in running automated sandboxed tests and schema checks for public community-driven code contributions.

Experience Required

• Education: Bachelor’s Degree in Computer Science, Software Engineering, Information Systems, or a related technical discipline.

• Total Professional Experience: Minimum of 3 to 5 years of professional experience in full-stack web application development and API engineering.

• Application Engineering: Hands-on experience building full-stack web applications, consuming and creating REST APIs, and querying relational/spatial databases.

• Version Control & Test Automation: Practical experience using Git workflows (branching, pull requests) and writing automated unit tests.

Technical Skills Required

• Programming Languages: Proficiency in Python (FastAPI, Flask, or Django), JavaScript/TypeScript, and HTML5/CSS3.

• APIs & Databases: Practical knowledge of RESTful API design, PostgreSQL / SQL, JSON/GeoJSON parsing, and relational database schema design.

• Web Accessibility: Demonstrated ability to build accessible web components adhering to Section 508 and WCAG 2.1 AA guidelines.

• Cloud & Container Fundamentals: Familiarity with AWS cloud environments (AWS Fargate, S3, Aurora), Docker containerization, and basic Infrastructure as Code concepts.

• Testing & Development Tooling: Experience with Pytest, Jest, Git repositories (VLab GitLab/GitHub), and issue tracking tools (Jira/Redmine).
