The Director, HEOR & Value Evidence is a highly analytical and strategically minded Health Economics and Outcomes Research (HEOR) leader responsible for shaping and delivering the value narrative across a diverse portfolio of diagnostic and therapeutic assets. This role sits at a critical crossroads between clinical development and commercial success, transforming scientific data into persuasive, payer-relevant evidence that drives access, reimbursement, and long-term market differentiation. As a key member of the over-arching Value & Access organization, the Director will lead the generation, and translation of robust economic and outcomes evidence required to secure and sustain optimal reimbursement. In parallel, this individual will serve as a clinical and technical subject matter expert, partnering closely with Market Access and Payer teams to support high-stakes external engagements with payers, policymakers, and other senior stakeholders.

Key Accountabilities:

Evidence Generation & Study Design

• Clinical Trial Integration: Collaborate with Clinical Development to incorporate HEOR endpoints into Phase II–IV protocols to ensure data supports "Value-Based" narratives. 
• RWE & Registries: Lead the design and execution of Real-World Evidence (RWE) studies and patient registries to characterize disease burden, treatment patterns, and long-term outcomes. 
• Diagnostic Utility: For diagnostic assets, develop studies that demonstrate clinical utility—showing how the test specifically changes patient management and improve outcomes.  

Clinical & Payer Field Support

• Payer Presentations: Assist in the delivery of Pre-approval Information Exchanges (PIE), and Value Proposition Support, providing the clinical and health-economic backbone for early and product launch discussions with payers and health systems translating complex HEOR data into compelling clinical narratives.  
• Expert Resource: Act as the clinical subject matter expert during payer meetings to address deep-dive technical questions regarding study design, clinical utility, and patient outcomes.

Coverage Evidence Development and Strategy 

• CMS Coverage Evidence: Take a lead role in synthesizing evidence packages for National Coverage Determinations (NCDs) and Local Coverage Determinations (LCDs). 
• Gap Analysis: Identify evidence gaps early in the product lifecycle and implement mitigation strategies to meet CMS’s "reasonable and necessary" criteria. 

Value Analysis & Reporting

• HEOR Reports: Author and oversee the development of Academy of Managed Care Pharmacy (AMCP) dossiers, and specialized HEOR reports. 
• Economic Modeling: Oversee the creation of Budget Impact Models (BIM) and Cost-Effectiveness Analyses (CEA) tailored for both therapeutic interventions and diagnostic workflows. 

Position Requirements

Education and Experience: 

• Education: PhD, PharmD, or MD in Health Economics, Epidemiology, Public Health, or a related field. 
• Experience: 5+ years of HEOR experience within the pharmaceutical or biotechnology industry. 
• Technical Expertise: Proven track record in supporting both diagnostic and therapeutic products.
  • Deep understanding of CMS reimbursement pathways and evidence requirements.
  • Expertise RWE methodology and longitudinal database analysis.
  • Communication: Exceptional presentation skills; ability to explain complex clinical and economic data to diverse audiences, from medical directors to actuarial teams.
  • Strategic Thinking: Ability to report directly to cross functional leadership and matrix organization to influence brand strategy from an early stage.
