Job description

The Quality Control Specialist ensures consistency and integrity of Head Start monitoring reports (FA1 and FA2) prior to submission to the Office of Head Start (OHS). This role serves as a critical quality checkpoint within the reporting process, validating that report narratives, templates, and data are complete and compliant with OHS expectations.

Working closely with the Reporting Team, the Quality Control Specialist identifies template discrepancies and supports the resolution of issues to maintain high-quality deliverables within required timelines.

Location: Remote (U.S.)
Travel: Up to 20–30%

Key Responsibilities:

Report Quality Assurance & Integrity

  • Conduct comprehensive quality control reviews of monitoring report templates and data elements, prior to sharing with the Office of Head Start (OHS).
  • Ensure consistency in report structure, terminology, and application of OHS guidance across FA1 and FA2 reviews.

Data Validation & Compliance:

  • Verify accuracy of report data, including grantee information, enrollment, program details, and required fields.
  • Ensure proper application of report templates and adherence to monitoring protocols and federal requirements.
  • Confirm that all required elements are complete prior to submission to OHS.

Workflow Management & Tracking:

  • Track reports throughout the Monitoring Review Workflow to ensure timely progression and completion.
  • Maintain accurate tracking tools and provide regular status updates to the Report Manager and leadership.
  • Monitor report timelines and flag risks to meeting submission deadlines.

Continuous Improvement & Quality Standards:

  • Identify recurring issues or trends in report quality and recommend process improvements.
  • Support development and refinement of report templates, QC checklists, and standard operating procedures.
  • Contribute to training efforts by identifying common errors and areas for improvement across teams.

Qualifications:

  • Bachelor’s degree and 4+ years of relevant experience or equivalent combination of education and experience.
  • Minimum 3 years of experience in Head Start/Early Head Start, including familiarity with monitoring reviews (FA1, FA2 preferred).
  • Strong knowledge of Head Start Program Performance Standards (HSPPS) and monitoring expectations.
  • Experience in quality control, report review, data validation, or compliance review.
  • Strong analytical skills with the ability to identify inconsistencies and reconcile complex information.
  • Excellent attention to detail and ability to manage multiple reports simultaneously.
  • Strong written and verbal communication skills, including ability to provide clear, actionable feedback.
