Job Overview:

Cambium Assessment is seeking a Proposal Coordinator to join the Bids and Proposals team. This team leads, plans, and oversees the timely development and submission of high-quality proposals in response to state departments of education Request for Proposals (RFPs) to design and administer their student assessments.

This position requires occasional visits to our Arlington, VA. office for proposal submission responsibilities.

Job Responsibilities

  • Identify bids that align with CAI's work and mission using a variety of internal and external bid identification/procurement sites and systems

  • Develop the proposal production and delivery plans, schedule, RFP/SOW compliance matrix and requirements-driven outline (with concentration on technical and business volumes)

  • Coordinate with cross-business teams and cost and pricing leads

  • Coordinate, organize, task and lead the proposal team from kick-off through contract award, to include assigning proposal team roles and responsibilities

  • Take direction from Proposal Director to supervise day-to-day proposal production activities, including coordination with and scheduling proposal production and associated resources for final production

  • Determine items that are behind schedule; identify barriers to progress; and plan and implement effective and efficient problem-solving and corrective action plans

  • Assist Proposal Director and Proposal Lead with writing section drafts (as appropriate)

  • Conduct in-depth review and quality control for proposal submission. Ensure proposal content is compliant with requirements of RFPs.

  • Oversee production and submission of the final proposal

Job Requirements:

  • Cover letter required with resume

  • Bachelor’s degree (Business/Marketing, Public Administration, Social Science, or similar field) and 3+ years of proposal related experience.

  • Proven research and analytic skills; demonstrated initiative, flexibility, and attention to detail; excellent communication (written and verbal) skills; proven technology skills; ability to work autonomously and in groups effectively; time management skills; and exceptional interpersonal and organizational skills.

  • Experience in following standardized proposal development processes and procedures and adapting them to specific pursuit delivery needs.

  • Experience using a variety of federal, state/local, international, and/or foundation solicitation sites or tools (e.g., FBO.gov, Grants.gov, client websites, RFPSchoolWatch, FindRFP, GovWin, FoundationSearch, contract vehicle bid distribution lists)

  • Experience with federal government, state/local government, international, and/or foundation clients; a focus on early childhood, education, health and wellness, or adult learning/workforce-related topics preferred, but not required

  • Advanced technology skills – Microsoft Office [Word, Excel, PowerPoint, Access], Adobe Acrobat Professional, MS SharePoint

  • Fast learner with a detail- and process-oriented mindset

  • Ability to multi-task, prioritize work tasks, and manage contending priorities under deadlines

  • Demonstrated ability to work autonomously to problem-solve effectively

  • Ability and willingness to occasionally work outside of normal business hours (when necessary to meet a deadline)
