Job Description:

U.S. Customs and Border Protection (CBP), a component of the Department of Homeland Security (DHS), protects the American people, safeguards U.S. borders, and enhances the nation's economic prosperity through innovation, intelligence, and collaboration. Within CBP's Office of Information and Technology (OIT), the Border Enforcement Management Systems Directorate (BEMSD) manages a large, diverse portfolio of mission applications—sustaining legacy systems at high availability while modernizing and developing new solutions. The Systems & Applications Integration & Lifecycle Support (SAILS) program will provide BEMSD with full-lifecycle IT services—from new application development and 24x7x365 operations to legacy modernization—delivered through Agile and DevSecOps practices.

GDIT is seeking a Security Manager to support the SAILS program. In this role, you will serve as the program's senior security authority, leading security audit, assessment, and compliance activities across BEMSD's application portfolio. You will partner with program leadership, technical teams, and BEMSD stakeholders to ensure audit readiness, drive remediation of security findings, and implement security best practices in alignment with CBP, DHS, and federal requirements.

How You'll Make an Impact

  • Lead security audits and assessments—annual, periodic, and ad hoc—serving as the primary liaison to internal assessors and external auditors.
  • Guide implementation of security controls and ensure alignment with CBP, DHS, NIST, and federal requirements.
  • Oversee development and maintenance of security documentation, assessment artifacts, and audit evidence to support audit readiness.
  • Lead remediation of audit findings and security deficiencies, ensuring timely corrective actions.
  • Provide technical leadership on cybersecurity, vulnerability mitigation, and security compliance across the application lifecycle.
  • Partner with BEMSD stakeholders and development teams to integrate security requirements into application design, development, and operations.
  • Evaluate emerging cybersecurity technologies, threats, and best practices to strengthen program security.
  • Deliver security reports, risk assessments, dashboards, and compliance updates to BEMSD and GDIT leadership.

Required Qualifications

  • Bachelor's degree in Cybersecurity, Information Systems, Computer Science, or related technical discipline.
  • 10+ years supporting cybersecurity, compliance, or audit management for large federal IT programs.
  • Experience leading security audits and assessments, including management of external auditors and internal assessors.
  • Strong knowledge of NIST RMF, FISMA, DHS 4300A/B, and federal assessment and authorization processes.
  • CISSP or CISM certification.
  • Strong communication, stakeholder engagement, and leadership skills.
  • U.S. citizenship and ability to obtain a CBP Background Investigation.

Preferred Qualifications

  • Master's degree in a technical or management discipline.
  • Prior DHS, preferably CBP, program experience.
  • Experience with FedRAMP, cloud security, or hybrid environments.
  • Experience with continuous monitoring, vulnerability management, or security automation initiatives.
  • CCSP, or equivalent cybersecurity certification.

The likely salary range for this position is $153,000 - $207,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
