Northrop Grumman Defense Systems' Weapons Systems business unit is seeking a Staff (Level 5) Supply Chain Subcontract Specialist to support our growing supply chain organization. This is a remote position within the United States, working a 9x80 schedule.

The Staff SCA sources and procures specialized goods and services for NGDS Weapon Systems, owns contractual management for suppliers, and drives the full subcontract lifecycle; from source selection and proposal evaluation through award, execution, administration, and closeout.

Key duties include:

  • Developing subcontract specifications, statements of work, HOA agreementsLong‑Term Pricing Agreements, and other GSC related contractual documents.
  • Drafting, reviewing, and negotiating terms & conditions for complex, high‑value contracts (FFP, CPFF, T&M, etc.).
  • Preparing bid packages, leading bidder conferences, conducting cost/price analysis, and selecting/recommending subcontractors.
  • Coordinating with contracts, legal, engineering, quality, planning, operations, finance, program management, and end‑users.
  • Monitoring supplier performance (KPIs, quality, schedule) and applying Lean Six Sigma tools to drive efficiency and risk mitigation.
  • Leading Supply Chain Management Teams (SMT)
  • Ensuring compliance with FAR, DFARS, ITAR, EAR, NATO contracts, and all company policies; maintaining audit ready documentation.

Essential Functions

  • Lead subcontract sourcing, evaluation, negotiation, award, execution, administration, and closeout.
  • Assess and communicate supplier performance; manage the cradle‑to‑grave subcontract lifecycle.
  • Ensure compliance with all FAR/DFARS/public‑law requirements and company policies.
  • Identify cost‑saving and risk reduction strategies through targeted negotiations.
  • Build and sustain strong relationships with suppliers, customers, and internal stakeholders.
  • Contribute to program risk and opportunity management; employ Lean Six Sigma for continuous improvement.
  • Draft, review, and negotiate complex subcontract agreements, NDAs, MOAs, teaming agreements, and Long‑Term Pricing Agreements.
  • Conduct market research, cost/price analysis, and KPI tracking; implement corrective actions as needed.
  • Coordinate import/export operations with trade‑compliance and logistics teams.
  • Proven experience writing HOA agreementsLong‑Term Pricing Agreements, and negotiating terms and conditions for high‑value contracts.

Basic Qualifications

  • Education / Experience: Bachelors degree & 12 years of related experience, OR a Masters degree & 10 years of related experience, OR a PhD & 8 years of related experience, OR a high school diploma or equivalent & 16 years of related experience in subcontracts, purchasing, contracts, project/business management, or finance,
  • Subcontract sourcing to close‑out; drafting HOA & Long‑Term Pricing Agreements; negotiating terms & conditions; supplier performance management; cost/price analysis; market research.
  • Working‑level knowledge of FAR/DFARS (or equivalent business law).
  • CostPoint or SAP ERP + MS Office (Word, Excel, PowerPoint).
  • Ability to obtain and maintain a Government Secret clearance or higher (US Citizenship required)

Preferred Qualifications

  • Master’s degree in Government Acquisitions, Contract Management, Project Management, Business Management, Finance, or related field.
  • Negotiated contracts >$100 M; strong presentation skills to senior leadership.
  • Expertise with both U.S. Government and commercial subcontracts, multiple contract types, and special payment provisions (e.g., progress‑ or performance‑based payments).
  • Knows how to perform Price Cost Analysis
  • Proven ability to lead/mentor other SCAs in preparing Teaming Agreements, MOUs, and Long‑Term Pricing Agreements.
  • Experience reviewing subcontract packages from peers or junior Subcontract Administrators.

Primary Level Salary Range: $133,000.00 - $199,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
