Job description

Overview:

You are a person who can look at a website analytics dashboard and immediately know what story the numbers are telling — and then redesign the content strategy to tell a better one. You understand information architecture, you know how to build a style guide that actually gets followed, and you have the discipline to manage a high-volume content calendar for a federal science program without letting quality slip. As the Digital Media & Data Strategy Specialist supporting NOAA's Global Ocean Monitoring and Observing (GOMO) Program and Ocean Acidification Program (OAP), you will own the programs' entire public digital presence — from portal architecture and content ingestion to analytics reporting and content management planning. Your work ensures that NOAA's ocean science is not just produced, but discovered, understood, and acted upon by the audiences that need it most.

Work Schedule and Location:

Remote: This full-time remote position will work Monday through Friday, 8 AM EST to 5 PM EST with Travel up to 25%

Responsibilities:
  • Coordinate, maintain, and configure interface layouts for OAP and GOMO public-facing digital spaces and webpages; draft layout styling recommendations and scientific text reviews for communication pages within existing government platforms
  • Design site information layouts, map text and graphic templates, establish organization-wide style guide patterns, and construct storyboards for online digital resources
  • Populate and manage digital portals, websites, and social channels with finalized media copy, stories, videos, pictures, and graphics on a recurring daily and weekly schedule using government-provided IT resources
  • Review platform-provided analytics dashboards to collect and compile monthly metrics documenting public reach, user engagement, and communication asset performance; analyze product metrics and recommend site improvements
  • Draft Content Management Plans and technical tracking strategies to verify that all content conforms to agency and program requirements
  • Enhance data interoperability and machine-readability; establish standard metadata requirements, discovery protocols, and draft overarching data management policies for government approval
  • Apply expert and highly specialized knowledge to analyze digital performance data, develop audience insights, and formulate actionable content and platform improvement strategies
  • Lead project teams for discrete digital and data strategy deliverables; provide limited supervision and quality review of junior staff content contributions
  • Ensure all digital content maintains cross-platform visual and graphical consistency in accordance with NOAA and OAR branding guidelines and Section 508 accessibility requirements
  • Coordinate with the Strategic Communications Specialist and program scientists to align portal content with current program messaging, scientific priorities, and stakeholder needs
Qualifications:

Required: 

  • BA/BS in a technical or business discipline — Digital Communications, Information Science, Web Design, Science Communications, Environmental Science, or a closely related field preferred; advanced degrees or certifications may qualify for shorter periods of required experience
  • 4+ years of professional and/or academic experience

Desired: 

  • Demonstrated experience managing and updating public-facing websites or digital portals, including hands-on content management system (CMS) administration (e.g., WordPress, Drupal, or equivalent government-hosted platforms)
  • Experience designing or contributing to site information architecture, style guides, and content storyboards that improve user experience and discoverability
  • Familiarity with web analytics platforms (e.g., Google Analytics or equivalent) and ability to compile and interpret performance metrics to inform content decisions
  • Working knowledge of federal data management standards, metadata frameworks, and open-data protocols, including machine-readability and discovery requirements
  • Experience supporting the development of Content Management Plans or digital content tracking strategies for a federal program or science organization
  • Proficiency with digital design and content tools such as Adobe Creative Suite, Canva, or equivalent platforms
  • Familiarity with Section 508 accessibility standards and federal web publishing guidelines
  • Strong attention to detail and ability to maintain high content quality and accuracy across a high-volume, recurring publishing schedule
  • Ability to obtain and maintain a Low-risk federal security clearance

Pay Range:

Pay Range is from 73403.00 to 77267.00
