NATURE AND SCOPE:

In response to a Request for Proposals by Canada’s Department of Foreign Affairs Trade and Development (DFATD), WUSC is preparing a proposal for the Field Support Services Project (FSSP) based in Ghana. This FSSP is responsible for providing a range of services  in support of program delivery and policy dialogue of Canada’s international assistance in Ghana.  These services include, but are not limited to, the provision of technical, administrative, financial, and logistical support services. 

The  FSSP Project Manager will be responsible for managing the delivery of administrative, logistical and financial management services provided by the FSSP. 



RESPONSIBILITIES:

The tasks for the FSSP Project Manager include, but are not limited to:

  • Formulate and manage project plans by defining deliverables and identifying key milestones in collaboration with DFATD.
  • Develop project control and reporting procedures, review project progress, and manage adjustments or changes in operational plans.
  • Maintain project risk and issue information, engage in ongoing risk management, and escalate critical issues to DFATD as required.
  • Plan, coordinate, and conduct stakeholder engagement activities with government counterparts, civil society organizations, donors, and private sector stakeholders (including scheduling meetings, facilitating discussions, and recording outcomes).
  • Plan and coordinate the day-to-day activities of project personnel, stakeholders, subcontractors, and other support providers.
  • Lead the preparation, coordination, and timely submission of scheduled and unscheduled project documentation, reports, and work plans while ensuring overall quality meets DFATD accountability and audit requirements.
  • Provide weekly updates (verbal and/or written) to the Technical Authority and other relevant project stakeholders regarding project progress, concerns, and key developments throughout the project life cycle.
  • Source and identify qualified Technical Specialists in response to task requests for planning (e.g., conceptualization, feasibility studies, specifications) and implementation of international assistance programs.
  • Ensure the overall quality of task requests, deliverables, and the outputs produced by local FSS Coordinators and Technical Specialists.
  • Systematically document the accomplishments, outputs, and outcomes delivered by Technical Specialists through standardized progress reports to ensure accountability, traceability, and evidence-based reporting.
  • Provide strategic advice on DFATD-related projects and sector issues to the development sections of the High Commission of Canada in Ghana and DFATD Headquarters.
  • Participate in roundtable discussions with a network of key international development assistance stakeholders as an expert resource.
  • Collaborate closely with project stakeholders to resolve operational issues and conflicts in a timely and effective manner.
  • Support and manage knowledge transfer, continuous documentation, and operational continuity to ensure the long-term sustainability of project outcomes.
  • Conduct post-project reviews and lessons-learned sessions, and share findings with the project team and other relevant stakeholders.


QUALIFICATIONS AND COMPETENCIES:

  • Must have completed a university or college degree from a recognized educational institution. The degree must be in a relevant discipline, defined as: political sciences, law, international development, economics, finance, business administration, project management, social sciences, engineering, or applied sciences.
  • The degree must be from an accredited education institution in good standing.  A copy of the diploma will be required prior to securing an interview. The successful candidate will be required to obtain a credential validation from World Education Service (not affiliated with WUSC).



Experience

  • Must have a minimum of six (6) years of experience performing the duties of a Project Manager.
  • Must demonstrate experience through detailed summaries of two (2) completed or substantially completed international development projects that each meet the following parameters:
    • overall budget value of at least two million Canadian dollars ($2,000,000 CAD).
    • a continuous timeline of at least two (2) years.
    • completed within the past six (6) years (either completed or to be completed shortly).
  • Proven experience:
    • Formulating and managing robust project plans by establishing key deliverables, framing milestones, tracking progress, and conducting ongoing risk management.
    • Planning and directing the daily workflow of project personnel, subcontractors, stakeholders, and external support providers.
    • Creating and presenting routine and ad hoc strategic status updates and briefings regarding project risks or concerns throughout the life cycle.
    • Collaborating with and serving as an advisory resource to senior project authorities on complex management matters.
    • Leading the production, review, and submission of project reports and contract deliverables.
    • Facilitating comprehensive post-project reviews/lessons-learned audits and disseminating findings to teams and relevant partners.
  • Demonstrated ability to manage relationship dynamics across multiple stakeholders.
  • Building and managing active communication networks consisting of diverse development actors, including government ministries, civil society groups, private sector networks, and institutional donors.
  • Assessing conflicting stakeholder needs and priorities, and successfully negotiating alignment with overarching project constraints and objectives.
  • Managing operations that interface simultaneously with three (3) or more separate stakeholder groups within an international development context



Language

  • Professional proficiency in English  (oral, reading, writing)
