This career level professional performs complex compliance activities supporting major grants from the U.S. Government (USG) and other multilateral funders. This specialist ensures overall compliance and risk mitigation related to grant agreements (also including subgrants, subcontracts, purchase orders, and consulting agreements) and the solicitation and award processes for those subgrant agreements. This incumbent collaborates as needed with legal and operational teams to ensure grant agreements, contracts, and compliance activities meet legal and donor standards. He/she may serve as a resource and collaborator with program teams on broader grant compliance matters. At this level, the incumbent generally implements or contributes to grant compliance projects independently or participates as a team member for major, complex initiatives. This professional may coach and oversee the work of others.

Reports any concerns of abuse, neglect or exploitation of children through Compassion’s internal reporting process and appropriately supports responses to incidents if they occur.
Reviews and negotiates complex grant-related awards, subawards and associated contracts (e.g. Teaming Agreements) ensuring compliance with donor and legal requirements; including the acquisition and maintenance of appropriate certifications for grant funding (e.g. sam.gov, U.S. Government registrations registrations for grants).
Supports the proposal development process, acting as a liaison between the program teams, Legal Department, and the Office of Governance, Risk, and Assurance on compliance-related operational risks associated with grant proposals and agreements.
Ensures compliance with donor rules, regulations, and legal frameworks at federal, state, and international levels. Assists Legal Department with interpretation of grant agreement terms and regulatory changes, providing guidance to program teams on compliance with legal and donor requirements.
Facilitates subrecipient and vendor vetting, including coordinating due diligence, sanctions checks, and performance assessments to ensure compliance with donor regulations. Coordinates review, negotiation, and execution of contracts, ensuring alignment with legal frameworks, donor regulations, and project budgets in collaboration with the Finance team.
Supports the growth of organizational capacity for managing high-value and high-risk grants with minimal compliance and legal exposure, coordinating, developing and providing formal training on relevant policies, USG and other donor compliance rules (e.g. 2 CFR 200 regulations).
May conduct grant-related procurement and sourcing activities. This may include things such as: providing consultation regarding the procurement manual and standards; ensuing goods and services procured for grant programs and operations adhere to internal and donor policies and pre-approvals; ensuring grant-funded projects comply with budgets and procurement strategies; and ensuring all required documentation of such acquisitions and transactions for goods and services are in alignment with documentation and audit standards.
Coordinates project subawards from announcement of grant opportunity, selection, award through to subrecipient monitoring and management. Runs competitive subaward solicitations, as required, ensuring clear alignment to established grant requirements. Facilitates capacity building of subrecipients in coordination with National Offices and other Compassion experts in Global Program, Finance, Security, Governance, Risk, Legal, and others. Assists in resolving problems with both deliverables from and payments to subrecipients.
