 About Pennsylvania Voice: Established in 2010, Pennsylvania Voice is the 501c(3) table for more than 55 state and local-based organizations, working year-round to create a more accessible, inclusive, and representative democracy by amplifying the voices, leadership, and expertise of communities that have historically experienced deliberate barriers to civic participation. Our partnership is grounded in the belief that a fair and just society will be achieved through collective power; that democracy requires full participation and equitable representation; and that the pathway to power in the Commonwealth of Pennsylvania must include Black, Indigenous, Latinx, and AAPI communities. 


Together, we win shared policy and civic engagement victories to build long-term power. 


A team of experienced organizers/strategists staff Pennsylvania Voice. We coordinate, support, convene, and co-create with a diverse community of statewide and local leaders, each representing distinct organizations, around three program areas: 

  • Civic Engagement: Year-round integrated voter engagement campaigns that increase voting, voter registration, and participation in civic life among all Pennsylvanians and specifically Black, Indigenous, and communities of color
  • Voting Rights and Access: Modernizing elections to make voting more convenient and fully accessible to all
  • Reflective Democracy: Investment in community leadership and governance that is accountable to community interests and needs

Position Summary: Pennsylvania Voice is seeking a collaborative, detail-oriented, and field-experienced Civic Engagement Manager to support integrated voter engagement efforts in partnership with member organizations across Pennsylvania. This role is responsible for developing and facilitating trainings, providing technical assistance and program support to partners, managing quality control processes, and helping strengthen civic engagement programs that build long-term power in historically underrepresented communities.


The Civic Engagement Manager will bring experience in voter registration, voter turnout, canvassing, community outreach, and/or political organizing, along with strong project management and relationship-building skills. The ideal candidate is comfortable facilitating trainings, supporting partners through one-on-one support and office hours, analyzing program data, and helping organizations implement effective civic engagement strategies. 


This position reports to the Civic Engagement Director and works closely with the Data Manager, partner organizations, and consultants to ensure civic engagement programs are effectively supported and executed in alignment with Pennsylvania Voice’s mission and values.


Central Responsibilities of the Civic Engagement Manager:

  • Manage implementation support for partners participating in Pennsylvania Voice’s coordinated integrated voter engagement programs.
  • Develop and facilitate trainings, resources, and learning opportunities that strengthen partner capacity and program effectiveness.
  • Provide technical assistance and one-on-one support to strengthen partner capacity and program effectiveness.
  • Manage quality control processes and support partners in maintaining compliance, data integrity, and strong program performance.
  • Build and maintain strong relationships with partner organizations and serve as a key resource for civic engagement program support.
  • Participate in and support internal and external activities in collaboration with staff, partners, and stakeholders.

These central responsibilities are embedded throughout all of the following responsibilities listed below.


Civic Engagement Programs and Partner Support:

  • Develop and facilitate trainings, resources, and technical assistance for partner organizations.
  • Conduct office hours and provide one-on-one support for partner program implementation.
  • Provide ongoing support as partners develop, implement, and manage civic engagement plans in alignment with organizational and partnership goals
  • Collaborate with the Civic Engagement Director and Data Manager to identify partner needs and coordinate program support.
  • Support partner organizations in implementing integrated voter engagement plans and programs.
  • Serve as a thought partner to organizations seeking to strengthen civic engagement efforts and increase participation in underrepresented communities.
  • Build trusted relationships with partner organizations through regular communication, responsiveness, and collaboration. Track and report on program goals, performance metrics, and partner progress.
  • Apply program data and feedback to strengthen partner programs and improve effectiveness.

Workgroup Management:

  • Support preparation and facilitation of Integrated Voter Engagement Workgroup meetings in collaboration with the Civic Engagement Director.
  • Coordinate follow-up communication, resource sharing, and partner support related to workgroup activities.
  • Share partner feedback, successes, and emerging trends with internal stakeholders.
  • Participate in organizational initiatives, partnership meetings, retreats, and other all-hands activities as needed

Quality Control and Compliance:

  • Manage quality control processes for voter registration and voter engagement programs.
  • Review quality control reports and identify trends, risks, and opportunities for improvement.
  • Support partners in understanding quality control standards, compliance requirements, and best practices.
  • Monitor program data, documentation, and performance indicators to ensure accuracy and data integrity.
  • Provide recommendations and corrective guidance to address quality control or performance concerns.
  • Collaborate with the Data Manager and Civic Engagement Director to strengthen quality control systems and processess.

Qualifications: We are seeking candidates who bring strong field experience, project management skills, and a demonstrated commitment to equity and civic engagement. Specifically, you will bring:

  • 3-5 years of relevant experience in leading civic engagement, electoral programs, community outreach, organizing, or related work, including voter registration, voter turnout, and/or field-based campaigns.
  • Experience coordinating or managing civic engagement programs, including voter registration, canvassing, community outreach, or voter engagement efforts.
  • Experience developing and facilitating trainings, workshops, or educational programs in virtual and in-person settings.
  • Ability to translate complex concepts, data, and technical information into accessible trainings and resources for diverse audiences.
  • Experience facilitating meetings and discussions with diverse participants.
  • Demonstrated ability to manage multiple projects and priorities in a fast-paced environment.
  • Experience reviewing data, reports, or quality control processes to improve program performance and ensure data integrity.
  • Experience with VAN, Mobilize, or other civic engagement platforms, with an aptitude for learning new systems and related technical skills.
  • Demonstrated commitment to racial and gender equity, with experience working with communities of color and other historically marginalized communities.
  • Demonstrated understanding of state-level electoral landscapes. Prior experience with Pennsylvania electoral landscape a plus.
  • Strong written and verbal communication skills, including the ability to communicate effectively with diverse audiences and communities.
  • Excellent relationship-building skills, including the ability to connect with and engage varied internal and external stakeholders.
  • Strong problem-solving and decision-making skills, with attention to detail and a commitment to accountability.
  • Ability to work collaboratively and independently while managing competing priorities.
  • Willingness to work irregular hours as needed and to travel monthly throughout Pennsylvania to support partner organizations and participate in trainings, meetings, and events.
  • Passion for and commitment to the goals of Pennsylvania Voice, including civic engagement and economic, social, and racial justice.

Compensation: Salary range is $68,000-73,000, dependent on experience. Pennsylvania Voice offers excellent benefits, including full medical and dental coverage, retirement (401K) package, and paid holiday and vacation days.


Location: Candidates must live in or be willing to relocate to Pennsylvania by the start date. While Pennsylvania Voice employees largely work from home, regular in-person engagement with staff and partners across Pennsylvania is required on a regular (at least monthly) basis. Additionally, Pennsylvania Voice holds regular mandatory, in-person events each year. These events are generally held in our office located in Philadelphia, PA, but may be held elsewhere. For travel that falls outside of an employee’s office location, Pennsylvania Voice will cover associated travel costs.


Union: Pennsylvania Voice is a unionized workplace, in a collective bargaining agreement with OPEIU. This position is classified as a unionized role and is covered under the collective bargaining agreement.
