Job description

Government Employees Health Association, Inc. (G.E.H.A) is a nonprofit member association that provides health and dental benefits that millions of federal employees and retirees, military retirees and their families have counted on since 1937. The Business Data Analyst will be responsible for identifying a problem statement, gathering requirements, identifying the proper data solution, and documenting the decisions to support G.E.H.A’s business stakeholders. This role supports data development and maintenance efforts of the Data & Analytics activities and initiatives in alignment with the Enterprise Data strategy, policies, and organizational goals.

Duties and Responsibilities

  • Reviews, analyzes, and creates detailed documentation of business rules and data needs.
  • Coordinates discussions with business/stakeholders and cross functional/technical teams to capture and review use cases, requirements, and another technical document. Ensure all business requirements are accurately reflected and accounted for (including data lineage and transformations)
  • Collaborates with developers and architects to define and document the data solution to meet needs outlined in the business rules and needs.
  • Responsible for ensuring business/stakeholder approval, which passes audit scrutiny, for data solutions delivered in a production state.
  • Documents data ingestion, transformation, consumption, and sharing including workflows, data models, data classification, and steps required to curate trusted data.
  • Responsible for ensuring all documentation reflects the current state and outstanding issues so that business requirements reflect proper state of data.
  • Support the cloud data framework that aligns with the Enterprise Data Strategy, policies, and organizational goals.
  • Ensures that the delivered data and processes fulfill the documented business rules and data needs.
  • Ensure that all items follow company change management process.
  • Participate in scrum, backlog grooming, refinement, planning and review sessions.
  • Presents documentation of business rules, data needs, technical documentation, and data models.
  • Champions department standards for documentation and ensures that all assigned projects meet compliance and can withstand audit scrutiny.
  • Peer Reviews documentation of business rules, data needs, technical documentation, and data models.
  • Create data models based on the data solution decisions and conceptual models in collaboration with the data architect and developer.
  • Other duties as assigned.

Knowledge, Skills, and Abilities

  • Requires 3-5 years of relevant technical or business work experience with demonstrated experience within healthcare industry or data and analytics.
  • Bachelor’s degree in computer science, Information Systems, Healthcare Administration, Mathematics, or a related field or comparable experience. Additional years of qualifying work experience may be considered in lieu of formal education.
  • Demonstrated Data Query Skills
  • Competent in Microsoft Azure Data tools or Snowflake Technologies.
  • Background and experience in Data Analysis, Data Profiling, Data Transformation and Data Reporting.
  • Experience problem solving and root cause analysis.
  • Understanding of CI/CD Pipelines
  • Competent in Agile and Scrum processes
  • Ability to work collaboratively in a team environment.
  • Experience with compliance, security and regulatory requirements.
  • Prior knowledge of, or willingness to learn, healthcare and analytics industries.

Preferred Qualifications:

  • Preferred fundamentals certification in Azure, Snowflake, Databricks, or comparable cloud platform or technology.

Work-at-home requirements

  • Must have the ability to provide a non-cellular High Speed Internet Service such as Fiber, DSL, or cable Modems for a home office.

  • A minimum standard speed for optimal performance of 30x5 (30mpbs download x 5mpbs upload) is required.

  • Latency (ping) response time lower than 80 ms

  • Hotspots, satellite and wireless internet service is NOT allowed for this role.

  • A dedicated space lacking ongoing interruptions to protect member PHI / HIPAA information

Please note that the salary information is a general guideline only.  G.E.H.A considers factors such as (but not limited to) scope and responsibilities of the position, candidate’s work experience, education/training, key skills, internal peer equity, as well as, market and business considerations when extending an offer.

The target hiring range for this position is $75,281 - $95,235 USD. At G.E.H.A, the current maximum salary for this role is $106,119 USD. While initial compensation may vary based on experience and qualifications, there is a path to work toward this top rate through performance and continued growth within the organization.
