Summary:

The Senior Compliance Contract Specialist serves as a subject matter expert and strategic partner responsible for the end-to-end development, drafting, and management of client Administrative Services Agreements (ASAs) and related contract documents.

This role exercises a high degree of independent judgment in ensuring that ASAs and related contract documents are issued in a timely and accurate fashion, and processed consistent with company priorities and measures.

The Senior Compliance Contract Specialist plays a key role in driving process improvement and standardization, and ensuring alignment with legal advice. This position collaborates closely with Compliance leadership and cross-functional partners—including Client Services, Sales, and external stakeholders—to deliver high-quality, compliant, and scalable contract solutions.

Duties and Responsibilities (other duties may be assigned):

ASA Contract Processing

  • Lead or co-lead the end-to-end lifecycle of client contracts, including drafting, revision, execution, and ongoing management of ASAs, amendments, and related agreements
  • Ensure ASA contracts are drafted and issued to internal stakeholders in a timely manner to meet company priorities and measures
  • Establish and maintain contract governance standards, ensuring consistency, compliance, and alignment with organizational objectives

ASA Contract Drafting

  • Manage, prepare and issue ASA contracts and other documents as required using judgment, discretion and knowledge to incorporate client specific terms, products and services from various templates to produce customized contracts and documents (e.g., Administrative Agreements, Schedule A rate addenda, HIPAA certifications, Run-Out Riders, Vendor Addendums and Agreements [PACE; Guardian Dental])
  • Draft new customized ASA and other contract terms for Assistant General Counsel review
  • Manage, update, and maintain multiple versions of ASA contract templates
  • Mentor and provide guidance to less experienced team members

Process Improvement & Standardization

  • Lead initiatives to enhance and standardize ASA contract templates, processes, and workflows across business lines and plan offerings
  • Lead initiatives to enhance the quality of ASA contracts
  • Identify opportunities to improve operational efficiency, reduce cycle times, and strengthen compliance controls
  • Develop and/or maintain tracking systems and reporting tools to monitor contract status, turnaround time, and compliance metrics

Advisory

  • Provide guidance and consultative support to internal stakeholders on contract terms
  • Support internal and external audits by ensuring documentation completeness, accuracy, and adherence to standards

Cross-Functional Collaboration & Leadership

  • Partner with Client Services, Sales, Compliance, and other departments to resolve contract-related issues and ensure alignment on client deliverables
  • Act as a key liaison with clients, brokers, and external partners, fostering strong relationships and ensuring clarity around contractual obligations
  • Mentor and provide guidance to less experienced team members, promoting best practices in contract development and quality

Operational Oversight & Reporting

  • Oversee tracking and reporting of ASA contract status, including outstanding agreements, amendments, and related documentation
  • Ensure timely distribution of ASA contracts to internal stakeholders
  • Maintain accurate records and documentation in alignment with company policies and regulatory requirements

Minimum Education Requirements (must have documented proof*):

  • Bachelor’s Degree or equivalent experience

Minimum Experience Requirements:

  • 5+ years of experience in contract management and/or compliance, preferably in a healthcare or employee benefits administration environment

Preferred Education Requirements:

  • Bachelor’s Degree

Preferred Experience Requirements:

  • Experience within a third-party administrator (TPA), health plan, or employee benefits environment 
  • Advanced knowledge of ASAs and related contractual frameworks 
  • Strong understanding of federal and state regulatory requirements impacting self-funded health plans 
  • Experience leading process improvement, standardization, or operational initiatives 
  • Professional certifications in compliance, contracts, or legal disciplines (e.g., CHC, CRCM, JD)
  • Superior analytical skills
  • Outstanding oral and written communication skills 
  • Strong organizational skills
  • Ability to prioritize and multi-task highly detailed work efficiently and effectively in a fast-paced environment
  • Ability to prioritize work within specified timeframes and operate under tight deadlines
  • Ability to work independently and on teams
  • Ability to establish and maintain rapport and collaborate effectively with internal staff at all levels as well as with clients, brokers and regulatory agency contacts
  • Attention to detail and follow through to completion

Computer Skills:

  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) 
  • Experience with contract management systems and document tracking tools
