The Energy Coalition (TEC) is a California-based nonprofit working at the intersection of clean energy, equity, and public sector program delivery. TEC manages energy efficiency and integrated demand-side management programs for Regional Energy Networks (RENs), Community Choice Aggregators (CCAs), and local government clients, and engages actively in California regulatory proceedings at the CPUC and CEC. TEC's regulatory policy team represents client interests in energy efficiency (EE), demand response (DR), and integrated demand-side management (IDSM) proceedings and filings, with a focus on advancing equitable clean energy policy and program design.
TEC is seeking a Program Manager (PgM) or equivalent to join its Regulatory & Policy team. This position supports TEC's growing regulatory and policy engagement on behalf of client organizations, including BayREN, 3C-REN, SDREN, and SoCalREN. TEC engages across approximately 12 CPUC regulatory proceedings with particular depth in the Energy Efficiency (EE) proceeding.
The ideal candidate works well independently, asks proactive questions, and brings initiative and intellectual curiosity to complex regulatory environments. Duties will include reading and synthesizing dense regulatory documents, engaging in stakeholder discussions, and producing high-quality written work products that reflect client and TEC positions.
Comprehensive regulatory monitoring, tracking, and analysis for active CPUC proceedings alongside CEC, CARB, AQMD, PDAEnergyWeb, and legislative activities to identify client-relevant developments.
Develop regulatory comments, formal filings, and data requests under the direction on the Director or legal counsel; must incorporate high-rigor citation and comprehensive client feedback methods.
Strategic client communications and reporting, ranging from bi-weekly client summaries to same-day bullet briefings providing rolling updates on significant rulings.
Facilitate bi-weekly client regulatory advisory calls; coordinate agendas, take notes, and manage follow-up.
Represent TEC and clients at CPUC, CEC, and Sacramento policy venues; in-person and virtual participation at workshops, client meetings, and conferences.
Develop templates and strategic framing language to facilitate client review of stakeholder studies and evaluations.
This position can work remotely except when business needs require in-person attendance at meetings and events such as CPUC/CEC workshops, client meetings, industry conferences throughout California, and any TEC mandatory events. TEC operates a hybrid model supporting flexible work arrangements. Reasonable accommodations may enable individuals with disabilities to perform essential functions.
This position may occasionally require work outside of regular business hours, including evening workshops or public meetings.
Salary: The starting base pay range for this full-time position is $117,900 - $131,000 annually, which will be adjusted for part-time arrangements. This hiring range is a good faith and reasonable estimate of the salary range at the time of the posting and is subject to change. The actual compensation offered will be determined by various factors, including a candidate’s experience, education, training, skills, and certifications.
