What You'll do:

Groundswell is seeking a Program Analyst to provide program support to the NOAA Science Advisory Board (SAB) and various strategic planning groups under the guidance of OAR leadership by reviewing, monitoring, and tracking correspondence, proposals, deadlines, and conducting research that will help with preparation of responses to inquiries from committee members, other agency representatives, and external partners.

Key Responsibilities:

  • Develop briefing packages in advance of the SAB and OAR meetings, including subject matter research

  • Coordinate the various councils and their subcommittees and supporting OAR meeting planning and task completion

  • Provide support for meetings and particularly the logistics, editing and distribution of minutes and reports including research, citations, and soliciting and reviewing public comments

  • Support NOAA Science Advisory Board projects by independently working on several types of activities similar to the tasks of the National Marine Fisheries Service (NMFS) supported SAB Ecosystem Sciences and Management Working Group to ensure NOAA science programs are of the highest quality and provide optimal support to resource management, environmental assessment and predictions

  • Draft Portfolio-specific briefing materials and educational materials

  • Provide input to ad hoc stakeholder requests for information and analysis regarding policy development, status, and assessment

  • Design, implement, and manage mechanisms for collecting, tracking, and assessing information about a broad range of developments, activities, statements, publications, and other metrics that impact Portfolio activities

Required Qualifications:

  • A Master’s degree in a related field is required. A Bachelor’s Degree in environmental, oceanic, atmospheric, biology, or other sciences is preferred. This background will be helpful in understanding content from the SAB

  • At least 6 years of experience in the field or in a related area

  • Previous NOAA experience and a strong understanding of NOAA systems, services, research, and/or programs

  • Strong verbal and written communication skills, including experience facilitating meetings, groups, and/or teams, condensing large amounts of information, and demonstrated strong writing and editing skills, and experience translating complex scientific information for non-scientific audiences

  • Demonstrated ability to multitask and work in a high-paced environment

  • Can work both independently and as a team

  • MS Office and G-Suite proficiency

  • Strong written, analytical, and strategic foresight

  • Demonstrated experience managing projects

  • Must be a US Citizen per contract requirements

  • Must be able to obtain and maintain a Public Trust clearance

The salary range for this role takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to skill sets, experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for any applicable geographic differential associated with the location at which the position may be filled. At Groundswell, it is not typical for an individual to be hired at or near the top of the range for their role, and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is:

$74,995.00 - $136,491.00
