About the job

You will serve as the primary operational lead for a time-limited project exploring the creation of a new, sustainable international cybersecurity capacity building cooperation mechanism. You will work with significant autonomy under the strategic oversight of a Programme Lead.

Key responsibilities:

  • Lead project management and coordination: develop and maintain the work plan, budget-tracking tool, and stakeholder engagement log; manage relationships with facilitators and short-term experts; identify and escalate risks.
  • Design and conduct stakeholder consultations using mixed methodology (online surveys, focus groups, key informant interviews) to identify objectives and governance models for a future cybersecurity capacity building cooperation community.
  • Provide coordination support to community-led initiatives; set up and manage cooperation platforms; coordinate logistics for online and in-person meetings.
  • Draft and finalize key project deliverables including a Report on Needs, Opportunities and Risks and a Concept for a Future Cybersecurity Capacity Cooperation mechanism; produce meeting documentation and a final narrative project report.


Requirements

  • Advanced degree (Master's or equivalent) in cybersecurity, international relations, public policy, law, or a related field.
  • Interest and familiarity with the global cybersecurity capacity building community - including key actors, ongoing initiatives, and emerging needs
  • Minimum few years of relevant professional experience in cybersecurity capacity building, project management, policy development, or multi-stakeholder engagement, ideally in an international or intergovernmental setting.
  • Track record of designing and conducting qualitative and mixed-methods stakeholder consultations.
  • Experience with multi-stakeholder forums, communities of practice, or international cooperation mechanisms.
  • Excellent written and oral communication skills in English; French or Spanish is an asset.
  • Strong analytical and report-writing skills; ability to work independently under tight deadlines across diverse geographies and stakeholder groups.
