Description of Work

Bachelor's degree from an appropriately accredited college or university, with the appropriate courses in accounting as defined in 21 NCAC 8A.0309 and other courses required to qualify as a candidate for the uniform certified public accountant examination, based on the examination requirements in effect at the time of graduation and four years of experience in auditing insurance company operations or closely related accounting or auditing work; or, an equivalent combination of training and experience.
Job Description
Assist the Chief Financial Analyst in managing and directing the operations of FAD, which has the responsibility for monitoring and regulating the operations and financial condition of all authorized insurers, groups that self-insure for workers’ compensation, accredited/authorized/certified/reciprocal jurisdiction reinsurers, reinsurance intermediaries, surplus lines insurers, and other regulated entities for compliance with the solvency laws of North Carolina. The work includes developing plans to accomplish work operations and short- and long-term goals and objectives; identifying, developing, and implementing analysis processes and procedures; and direct supervision of an analyst team that reviews financial statements, mergers and acquisitions, actuarial reports, business plans and risks, operations and/or systems, for compliance with State laws and ongoing solvency. The Assistant Chief Financial Analyst provides recommendations on appropriate action to the Chief Financial Analyst, ensuring the protection of North Carolina insurance consumers. The work is extremely detailed, voluminous, and complex and requires a high degree of judgment based on financial and insurance expertise. The work requires considerable knowledge of the insurance industry, Generally Accepted Accounting Principles (GAAP), and Statements of Statutory Accounting Principles (SSAP) and is guided by North Carolina laws and regulations, Department policies and procedures, the NAIC, and other similar professional guidelines. The work involves considerable public contact, including with senior representatives of regulated entities, senior regulatory officials, other interested parties, and the NAIC. The Assistant Chief Financial Analyst assists with ensuring that the Department maintains accreditation with the NAIC Accreditation Program.
