FLSA Status: Exempt

Posting Salary Range: $67,632 - $90,457

Office Location: Remote in North Carolina.

What We’re Looking For


Trillium Health Resources has a career opening for an NC ROOTS Regional Hub Procurement Manager to join our team! The Regional Hub Procurement Manager is responsible for managing all procurement and contracting activities related to the NC ROOTS Hub, including sub-awards, vendor agreements, and partner contracts. This role ensures that procurement processes are efficient, compliant, and aligned with program implementation timelines, enabling the rapid deployment of funds and services across the region. The Procurement Manager works closely with program leadership, finance, and legal teams to structure, execute, and manage contracts that support Hub initiatives. This role serves as a critical link between strategy, operations, and compliance, ensuring that all agreements are clearly defined, properly executed, and tied to measurable deliverables and outcomes.


*Recruitment for this position is being conducted in anticipation of program funding approval. The position is contingent upon receipt and continuation of funding through the NC Roots effective June 1, 2026. The organization reserves the right to delay hiring, modify, or withdraw the position based on funding status.



On a typical day, you might:


  • Lead procurement activities for the Regional Hub, including sub-award solicitations (RFAs/RFPs), vendor and partner contracting, and competitive procurement processes.
  • Draft, review, and manage contracts and sub-award agreements.
  • Ensure all procurement and contracting activities comply with state and federal requirements (e.g., Uniform Guidance / 2 CFR 200), NC ROOTS program requirements, and organizational policies and procedures.
  • Oversee the full contract lifecycle, including solicitation and selection, contract execution, amendments and modifications, and closeout.
  • Identify procurement and contracting risks, including delays in execution, ambiguities in scope or deliverables, and compliance gaps.

Qualifications


Required:

  • Associate’s degree and three (3) years of experience in procurement, contracts management, grants management, or a related field, including experience managing complex contracts or sub-awards; OR 
  • Bachelor’s degree and one (1) year of experience in procurement, contracts management, grants management, or a related field, including experience managing complex contracts or sub-awards; OR
  • Equivalent combination of education/experience.
  • Must have a valid driver’s license.
  • Must reside in North Carolina. 


Preferred:

  • Degree in Business, Public Administration, Healthcare Administration, or a related field. 
  • Experience with federal or state grant-funded programs (e.g., familiarity with 2 CFR 200).
  • Experience in healthcare, public health, or community-based program environments. 
  • Experience developing RFAs/RFPs and managing competitive procurement processes. 
  • Familiarity with North Carolina procurement or contracting environments.
