Role Overview

We are looking for a senior AWS Cloud Enterprise Program Manager to lead large-scale cloud transformation programs involving migration and modernization of enterprise workloads on AWS . The role requires strong ownership of end-to-end program delivery, governance, stakeholder management, and financial oversight .


Location & Engagement

  • Location: USA, remote is fine
  • Max Rate: 65 USD/H

Key Responsibilities

  • Lead enterprise-scale AWS cloud transformation programs (migration + modernization)
  • Define program roadmap, strategy, and success metrics
  • Drive cloud adoption aligned with AWS Cloud Adoption Framework (CAF)
  • Establish and manage program governance, risk, and compliance frameworks
  • Own RAID management (Risks, Assumptions, Issues, Dependencies) and escalations
  • Manage budgeting, forecasting, and cost optimization (FinOps)
  • Oversee Agile/DevOps delivery execution and track milestones
  • Engage and influence C-level stakeholders and cross-functional teams
  • Ensure alignment across architecture, engineering, and business teams


Must-Have Requirements (Strict Screening)

  • 12+ years experience with at least recent experience in AWS cloud programs
  • Proven experience managing large-scale enterprise cloud transformation programs
  • Hands-on understanding of:
    • AWS cloud services and architecture
    • Migration & modernization strategies
    • DevOps and Agile delivery models
  • Strong experience in program governance & risk management frameworks
  • Demonstrated expertise in FinOps (budgeting, forecasting, cost control)
  • Experience managing global, cross-functional teams
  • Proven exposure to C-level stakeholder engagement

Knockout Criteria (Reject if Missing)

  • No enterprise-level program ownership (end-to-end)
  • Limited or no AWS cloud transformation experience
  • Only project-level (not program-level) experience
  • No experience with governance frameworks / RAID management
  • No exposure to large budgets / executive reporting

Preferred Qualifications

  • Experience in multi-cloud / hybrid cloud environments
  • Experience working in large enterprise transformations (multiple workstreams/apps)
  • Exposure to vendor management & commercial negotiations
  • Experience across industries with large migration programs


Mandatory Screening Questions (Vendors must answer)

  1. Name at least 3 program artifacts used to manage risks and dependencies (expected: RAID log, risk register, dependency log, etc.)
  2. A program has 48 applications over 4 waves – how many per wave?
  3. List 4 key areas in executive program reporting (cost, schedule, technical performance, KPIs)
  4. Number of enterprise cloud programs (> $5M) managed end-to-end
  5. Typical executive reporting cadence (weekly/biweekly/monthly/quarterly)

Profile Expectation Summary

We are specifically targeting candidates who:

  • Have led large multi-application AWS migration programs
  • Can operate at enterprise + executive level (not delivery-only)
  • Have strong financial accountability and governance expertise
  • Can drive complex, cross-functional cloud transformations
