Job description
ITCON Services is seeking a Capital Planning Business Analyst Lead to provide senior-level CPIC and IT portfolio management support and lead analyst teams supporting USDA FPAC IT investments. The Lead will serve as subject matter expert, oversee quality of work, and facilitate coordination across CPIC, governance, and reporting activities.
The Lead will be accountable for guiding CPIC and portfolio management across multiple investments, advising Investment Managers on best practices, and mentoring junior analysts.

Key Responsibilities
Lead CPIC and portfolio management support activities across multiple IT investments.
Serve as senior advisor to federal Investment Managers on CPIC best practices.

Support EVM implementation and investment performance tracking.
Review and validate portfolio reports and data submissions.
Mentor junior Capital Planning Business Analysts.
Required Skills and Qualifications
Bachelor's degree; Master's preferred.
5+ years supporting federal IT CPIC or portfolio management.
Demonstrated leadership and mentoring experience.
Strong understanding of OMB, FITARA, and TBM frameworks.
Excellent written and verbal communication skills.
Public Trust clearance eligibility.
Desired Skills and Qualifications
Experience leading CPIC teams on large federal contracts.
Experience supporting USDA FPAC or similar mission areas.
