The Role
Position: Manager, Network Circuit Management (Non-Union)
Division: Infrastructure Operations

The Manager, Network Circuit Management, oversees and optimizes the lifecycle of WAN network circuits and the associated infrastructure supporting data connectivity across the organization. This includes managing WAN circuits and equipment inventory, and coordinating the installation, maintenance, and troubleshooting of network services to ensure high availability, reliability, and performance.
The role also leads vendor management for network circuits and services, including vendor selection, contract negotiation, performance monitoring, and compliance. It serves as a key point of contact for external providers, ensuring that service delivery aligns with business requirements and service-level agreements.
This position reports to the Manager, Network Solutions and Architecture and operates under standard business conditions, with occasional travel and potential on-site customer engagement. The role is expected to adapt and evolve in alignment with organizational priorities and growth objectives.
Note: The work location for this position is Alberta, Manitoba or Ontario, and will be dependent on the location of the successful candidate.
Responsibilities:
Work closely with stakeholders to develop and implement solutions, and contribute to corporate standards, practices, and governance.
Lead the planning and coordination of WAN network connectivity, ensuring capacity, redundancy, and alignment with business requirements.
Oversee end-to-end circuit lifecycle management and service delivery.
Budgeting, forecasting, cost optimization, vendor pricing negotiations, and profit/loss management.
Contribute to strategic business planning by supporting growth initiatives, evaluating opportunities, and aligning network services with organizational goals.
Establish and manage vendor relationships, including selection, contract negotiation, performance monitoring, and SLA compliance.
Act as the primary liaison between vendors and internal stakeholders, ensuring clear communication, issue resolution, and service delivery alignment.
Manage and optimize network inventory, ensuring accuracy and efficient tracking of circuits and equipment.
Oversee procurement, deployment, and support of network devices and services, including renewals and lifecycle management.
Manage network performance and reliability, implementing improvements to enhance speed, efficiency, and cost-effectiveness.
Lead issue management processes, including escalation, root cause analysis, and collaboration with internal teams and vendors for timely resolution.
Provide regular status updates, reporting, and insights to leadership, supporting data-driven decision-making.
Support cross-functional collaboration with delivery, finance, and technical teams to ensure seamless execution of network initiatives.
Who You Are
Qualifications:
Post-secondary education in a related field or equivalent practical experience, with relevant certifications (e.g., CCNA, Palo Alto, JNCA) considered an asset.
6+ years of experience overseeing teams, financial planning, forecasting, and overall business operations.
Experience in the telecommunications industry, with a strong understanding of carrier networks, circuit provisioning, and service delivery models, is highly preferred.
Solid understanding of IT infrastructure, including cloud computing, virtualization, server platforms, and exposure to Linux and network automation scripting (asset).
Proven experience in circuit design, deployment, and configuration in collaboration with internet service providers (ISPs).
Demonstrated ability to build and maintain client relationships, and communicate effectively with internal and external stakeholders.
Broad knowledge of monitoring systems, ticketing tools, issue tracking, escalation processes, and ITSM frameworks (preferably ITIL v3/v4).
Strong expertise in networking technologies, including routing, switching, security, SD-WAN, and core protocols such as TCP, UDP, DNS, and TLS.
Strong problem-solving and decision-making skills (e.g., Kepner-Tregoe), with a proactive approach to risk identification and resolution.
Excellent organizational, time management, and documentation skills, with the ability to multitask, follow up on issues, and perform effectively in fast-paced environments.
