Roles & Responsibilities

  • Experience: Minimum 5 years as a Project Coordinator, Project Manager, Appraisal Reviewer, or similar role; experience managing projects from conception through delivery; federal programs or government contracts preferred; experience with conservation easements, agricultural land valuation, or rural property appraisal strongly preferred.
  • Licensing/Certifications: Current or previously held State Certified General Appraiser license in good standing; UASFLA training required for UASFLA assignments; Conservation Easement Valuation coursework preferred or Eminent Domain coursework acceptable.
  • Required Knowledge, Skills, Abilities: Strong knowledge of appraisal principles, valuation methodologies, and conservation easement valuation; familiarity with USPAP, UASFLA, NRCS easement programs; excellent organizational, written and verbal communication; ability to work independently and manage multiple priorities; proficiency with Microsoft Office, SharePoint, and Adobe Acrobat.

Requirements:

  • Coordinate valuation-related projects, schedules, resources, and communications; develop action plans, timelines, reports, dashboards, and tracking systems; monitor progress and escalate blockers as needed.
  • Review appraisal packages, valuation estimates, and area-wide market analyses; provide technical feedback and ensure compliance with USPAP, UASFLA, NRCS policies; perform spot quality assurance checks on valuation documentation.
  • Assist State staff in obtaining valuation services and developing contract packages; create guidance and training materials, job aids, fact sheets, and educational resources; ensure all materials meet Government Publishing Office style and plain language standards.
  • Support records management and document control; participate in meetings and trainings; manage meeting calendars and stakeholder communications; prepare weekly and monthly status reports with completed/pending tasks, risks, milestones, and recommendations.

The contractor may work from a location agreed upon between the contractor and the Contracting Officer Representative (COR). Occasional travel to NRCS offices, training events, and project locations throughout the United States, including all 50 states, territories, and possessions, may be required.

Position Summary

The USDA Natural Resources Conservation Service (NRCS) is seeking a highly organized, detail-oriented, and experienced Project Coordinator – Valuation Team to provide program coordination, valuation support, and project management services in support of the Easement Programs Division (EPD) within the Conservation Planning and Programs Division (CPPD).

This role supports national conservation easement valuation activities and serves as a key liaison between project managers, National Appraisers, subject matter experts, State staff, and external stakeholders. The Project Coordinator is responsible for coordinating valuation projects, maintaining project schedules and documentation, reviewing valuation products, assisting State staff with valuation service acquisition, and developing guidance and training materials.

The ideal candidate will possess strong project coordination capabilities, experience with conservation easement valuation and appraisal review processes, exceptional communication skills, and the ability to manage multiple priorities in a fast-paced federal program environment.

Key Responsibilities

Project Coordination & Program Support

  • Coordinate project management activities, schedules, resources, and communications for valuation-related projects.
  • Develop and maintain comprehensive action plans, timelines, reports, dashboards, and tracking systems.
  • Break complex projects into manageable tasks and ensure timely completion of deliverables.
  • Monitor project progress, identify risks and issues, and communicate updates to stakeholders.
  • Collaborate closely with NRCS leadership, valuation teams, project managers, National Appraisers, and subject matter experts.
  • Track assignments and workload distribution across EPD teams and staff.
  • Assist in resolving project blockers and escalating issues when necessary.
  • Maintain transparency and accountability throughout project execution.

Valuation & Appraisal Support

  • Review appraisal packages, valuation estimates, and area-wide market analysis products.
  • Provide recommendations and technical feedback on valuation deliverables.
  • Support compliance with:
    • Uniform Standards of Professional Appraisal Practice (USPAP)
    • Uniform Appraisal Standards for Federal Land Acquisition (UASFLA)
    • Federal and NRCS appraisal policies and procedures
  • Conduct spot reviews and quality assurance checks on valuation documentation.
  • Assist State staff in obtaining valuation services and developing contract/agreement packages.

Documentation & Reporting

  • Prepare and submit weekly and monthly status reports documenting:
    • Completed tasks
    • Pending tasks
    • Risks and issues
    • Project milestones
    • Recommendations and resolutions
  • Create and maintain project documentation, reports, workflows, and records.
  • Draft, edit, and update:
    • Guidance documents
    • Job aids
    • Fact sheets

  • Ensure all written materials meet Government Publishing Office style guidance and plain language standards.

Required Qualifications

Education

  • Associate degree or higher from an accredited college or university in:

Experience

  • Minimum of 5 years of experience as a Project Coordinator, Project Manager, Appraisal Reviewer, or similar role.
  • Minimum of 5 years of experience managing projects from conception through delivery.
  • Experience supporting federal programs or government contracts preferred.
  • Experience with conservation easements, agricultural land valuation, or rural property appraisal strongly preferred.

Licensing & Certifications

  • Current or previously held (within the last 3 years) State Certified General Appraiser license.
  • Must be in good standing with the issuing licensing authority.
  • Completion of:
    • Conservation Easement Valuation coursework preferred
    • Eminent Domain coursework acceptable
    • UASFLA training required for UASFLA assignments
  • Demonstrated competency conducting:
    • Conservation easement appraisals
    • Appraisal reviews
    • Agricultural and rural property valuations

Required Knowledge, Skills & Abilities

  • Familiarity with:

  • Ability to analyze complex valuation reports and identify inconsistencies or risks.

Preferred Qualifications

  • Experience working with USDA, NRCS, or other federal land conservation programs.

  • Experience developing dashboards, workflow systems, or project tracking tools.
