  • 10+ years of relevant experience, including CGI Momentum, across federal management domains and high-visibility Federal programs.

  • Excellent communication skills interfacing with finance, acquisition, and IT stakeholders; ability to produce clear process documentation and training materials.
  • Experience with Accounting Systems/Data products, translating business needs into technical requirements and working with developers in Agile/SAFe environments; Bachelor's degree in finance, accounting, computer science, or related discipline (or 13 years total experience).

Overview:

TISTA Science and Technology is seeking a Senior Financial Business Analyst to support financial business analysis, development and operations.

 

You will work as a liaison between customers and subject matter experts to include finance, acquisition, and technology stakeholders to elicit, analyze, communicate, and validate business processes and requirements. Prepares and/or maintains detailed documentation pertaining to requirements and associated operations and system documentation. Translates business specifications into technical and end-user documentation. Achieves and maintains subject matter expertise relevant to functional areas.

Responsibilities:
  • Lead business analysis and enhancement of complex financial business processes within VA financial systems.
  • Analyze upstream/downstream data flows to ensure end-to-end integrity across VA financial systems and interfacing systems.
  • Elicit, document, and manage business requirements, user stories, acceptance criteria, and test cases; map requirements to system configuration and federal policy.
  • Support the design and execution of functional tests (unit, SIT, UAT); support defect triage, root-cause analysis, and remediation planning.
  • Develop and maintain standard operating procedures (SOPs), desk guides, and other artifacts to comply with VA financial policy and federal reporting guidance.
  • Produce management reports that support audit readiness, internal controls, and performance management.
  • Advise product owners and leadership on process re-engineering opportunities.
  • Assist with development of education & outreach materials including user guides and other external communications.
  • Responsible for creating/updating documents required as part of an agile system development life cycle including user stories, detailed functional specifications, technical design input, process documents (such as SOP's, guidelines, and validation master plans), etc.
  • Apply SAFe Agile methodologies to improve project delivery and team efficiency.
Qualifications:
  • 10 yrs relevant experience to include:
    • CGI Momentum experience across federal management domains.
    • Experience working on Federal programs that are of high priority, visibility, and public facing.
  • Able to work under minimal supervision, act independently and exercise an expert level of decision-making capability.
  • Self-starter with the ability to work independently in a complex, fast-evolving environment; proven problem-solving and facilitation capabilities.
  • Excellent communication skills to interface with finance, acquisition, and IT stakeholders; ability to produce clear process documentation and training materials.
  • Experience with Accounting Systems/Accounting Data products.
  • Experience in a customer facing role, including comprehending business needs, solving complex problems, and capturing business requirements to convert them into technical requirements.
  • Experience with working with developers to translate business needs into user stories.
  • Must be able to work quickly with a high degree of accuracy with cross-functional teams.
  • Experience with Agile delivery programs.
  • Demonstrated ability and experience using Microsoft Office Suite

 

Education

  • Bachelor's Degree in finance, accounting, computer science, information systems or other relevant discipline.
  • 3 additional years of relevant experience may be substituted for education (13 years total).

Clearance:

  • The ability to pass a Moderate Background Investigation (MBI).

Location:

  • Remote, USA.

Pay Range:

  • The suggested pay for this position ranges from $115,546 to $130,875.
  • The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
  • Also, certain positions are eligible for additional forms of compensation, such as bonuses.
