The Program Director / Engagement Lead is responsible for overall contract execution, strategic oversight, governance, and stakeholder engagement for large-scale healthcare transformation and public sector modernization initiatives. This role serves as the primary point of contact for client executive leadership and is accountable for ensuring successful delivery across complex, multi-workstream programs.
The Program Director / Engagement Lead provides executive leadership across program management, operational coordination, compliance oversight, risk management, stakeholder engagement, and performance monitoring activities. This position requires a highly organized and strategic leader with experience managing complex healthcare, Medicaid, public health, human services, or grant-funded initiatives involving multiple stakeholders, competing priorities, and high-visibility deliverables.
The ideal candidate brings a strong understanding of healthcare transformation initiatives, government operations, and cross-functional program execution, along with the ability to build trusted client relationships and drive alignment across executive leadership, operational teams, and external partners.
This role may support Rural Health Transformation Programs (RHTP) and other state-led healthcare transformation initiatives focused on improving healthcare access, quality, delivery system performance, care coordination, and population health outcomes.
Key Responsibilities
Program Leadership & Governance
- Provide executive oversight for all contract activities, ensuring alignment with project goals, contractual obligations, timelines, and performance expectations.
- Serve as the primary liaison to client leadership and other executive stakeholders.
- Lead program governance activities including executive steering committees, status reviews, escalation management, and strategic planning sessions.
- Establish and maintain effective Program Management Office (PMO) structures, reporting frameworks, operational processes, and performance monitoring mechanisms.
- Oversee coordination and integration of activities across internal teams, subcontractors, vendors, and subrecipients.
Client & Stakeholder Engagement
- Develop and maintain strong working relationships with state agency leadership, program sponsors, external partners, and community stakeholders.
- Facilitate executive-level communications, presentations, and decision-making discussions.
- Ensure stakeholder expectations, priorities, and risks are proactively identified, managed, and communicated.
- Support collaborative engagement across diverse stakeholder groups with varying operational, technical, and policy perspectives.
Program Delivery & Oversight
- Monitor program performance, deliverables, milestones, and resource utilization to ensure successful execution.
- Oversee risk identification, mitigation planning, issue resolution, and escalation management.
- Ensure compliance with applicable federal, state, contractual, grant, and regulatory requirements.
- Drive coordination across workstreams to ensure consistency, quality, and alignment of deliverables.
- Support continuous process improvement and operational efficiency initiatives across the program.
Strategic Planning & Operational Management
- Provide strategic guidance related to healthcare transformation, public health initiatives, operational modernization, and program implementation.
- Support development and execution of program strategies, work plans, staffing plans, and operational priorities.
- Collaborate with executive leadership to manage program health, financial performance, and organizational alignment.
- Analyze program data, operational trends, and performance metrics to support informed decision-making and executive reporting.
Team Leadership
- Lead and mentor cross-functional teams in a fast-paced and highly collaborative environment.
- Promote accountability, professionalism, responsiveness, and high-quality service delivery.
- Foster a culture of collaboration, continuous improvement, and client-focused execution.
Education & Experience
- Bachelor’s degree required in Public Health, Healthcare Administration, Public Administration, Business Administration, or a related field.
- Master’s degree in Public Health (MPH), Public Administration (MPA), Healthcare Administration, Business Administration, or related discipline preferred.
- Minimum of 12 years of experience leading large-scale healthcare, public sector, or grant-funded programs.
- Demonstrated experience managing complex PMO operations, executive reporting, compliance oversight, and multi-stakeholder initiatives.
- Experience supporting healthcare transformation, public health, Health and Human Services (HHS), Centers for Medicare and Medicaid Services (CMS), Medicaid, or government-funded healthcare initiatives preferred.
- Experience overseeing subcontractors, vendors, or subrecipient relationships preferred.
- PMP certification preferred.

- Strong leadership and executive presence with the ability to engage effectively with senior government officials and organizational leadership.
- Deep understanding of healthcare operations, public health programs, government contracting, and program governance frameworks.
- Demonstrated ability to lead large, complex, cross-functional programs with multiple stakeholders and competing priorities.
- Strong knowledge of project management methodologies, risk management practices, and operational oversight processes.
- Excellent verbal and written communication skills, including executive presentations, reporting, and facilitation.
- Ability to synthesize operational, technical, and strategic information into actionable recommendations.
- Strong organizational skills with the ability to manage multiple priorities and deadlines simultaneously.
- Experience navigating complex organizational environments and driving stakeholder alignment.
- Proficiency with Microsoft Office Suite including Word, Excel, PowerPoint, Teams, and SharePoint.
- Ability to work independently while collaborating effectively across distributed teams and partner organizations.
- Strong analytical, problem-solving, and decision-making capabilities.
Work Schedule
Consistent, full-time work expected Monday – Friday, eight hours per day in a focused and fast-paced environment.
