  • Ability to conduct and supervise subcontract evaluations and negotiations; working knowledge of federal, state, and local labor laws and wage determinations; ability to work in a self-directed, fast-paced, results-oriented environment and as a collaborative team member.

Requirements:

  • Manage subcontracts from solicitation through closeout, collaborating with project/program managers, contracts and procurement teams, and government contracting personnel.
  • Lead a team of subcontract administrators and oversee procurement services and administration of subcontracts in compliance with HGL policies, federal procurement regulations, public law, UCC, and high standards of business practices.
  • Collaborate with project managers to identify and procure subcontractor services, equipment, and supplies aligned with project technical and contract requirements; review subcontractor scopes of work, evaluate proposals, and issue subcontract terms and conditions.
  • Prepare consent submittal requests, track consent threshold limitations, manage and negotiate subcontract changes, perform subcontract closeout, and support other government contracting reporting and compliance efforts.

Description/Job Summary

 

POSITION DESCRIPTION 

Currently, HGL is seeking a remote-based Subcontracts Manager to join the team supporting our corporate headquarters in Reston, VA. A positive, focused, well-organized, solution-oriented creative thinker will be a terrific addition to an awesome team!


Responsibilities/Duties

 

WHAT YOU'LL BE DOING 

 

  • The successful candidate will work closely with HGL project and program managers, as well as other members of the contracts and procurement team, and Government contracting personnel to manage subcontracts from solicitation through subcontract closeout.
  • He or she will lead a team of subcontract administrators and be responsible for the procurement services and administration of subcontracts in accordance with HGL polices, federal procurement regulations, public law, Uniform Commercial Code (UCC), and the highest standards of business practices. 
  • Will work with project managers to identify and procure subcontractor services, equipment, and supplies associated with project technical and contract requirements. 
  • Will be responsible for reviewing subcontractor scopes of work in addition to evaluation of proposals and issuance of subcontract terms and conditions. 
  • Will be responsible for managing subcontractors, including resolving issues and monitoring and managing changes. 
  • Will be responsible for ensuring procurement and subcontracting opportunities comply with applicable HGL Procedures, Prime Contract, task order, and FAR requirements in a CPSR compliant environment, ensuring subcontractors comply with relevant CMMC requirements. 
  • Responsibilities will include compliance with subcontract consent and advance notification requirements, drafting consent submittal requests for submission to the Government, tracking consent threshold limitations, managing and negotiating subcontract changes, subcontract closeout, as well as other government contracts reporting and compliance efforts.

 

 

Minimum Requirements

 

WHAT YOU NEED TO BE SUCCESSFUL 

 

  • Associates degree in business administration, accounting, finance, or project management is the minimum education requirement however will consider directly related work experience as possible offset to a formal degree.
  • Minimum of 10 years of experience performing the duties of a procurement/subcontracts manager or specialist for federal government clients as well as experience in cost reimbursable, time and materials, fixed unit rate, and firm fixed price subcontracting.
  • Required skills include excellent communication and organization; working with and maintaining confidential information; strong technical writing and documentation; advanced proficiency with Microsoft Word, Excel, and Outlook.
  • Ability to conduct and supervise subcontract evaluations and negotiations; Working knowledge of federal, state, and local labor laws and wage determinations; Ability to work in a self-directed fast paced results-oriented environment as well as a positive contributor in collaborative team.

 

Desired Qualifications

 

WHAT YOU NEED TO STAND OUT – Preferred, not required

 

  • Bachelor’s Degree in business administration, accounting, finance, or project management is preferred.
  • CACM or CPCM preferred.
  • Previous experience (12 or more years) conducting procurement/subcontracts functions at a USACE, USEPA or other federal government environmental remediation site is preferred. 
  • Experience focused on government contracting including AE and construction contracting, including commercial subcontracts review/negotiations, management of change orders, review of leases and licenses and other commercial agreements. 
  • Understanding of FAR/DFAR/EFARR compliance requirements and procurement procedures.
  • Ability to research and identify local regional resources for equipment, supplies and subcontracted services is preferred. 
  • Experience managing staff or acting as a team leader a plus.

Details

 

Work Schedule: HGL office work is dictated by a 5-day work week; however, fieldwork schedules will deviate based on job requirements and may require longer hours and weekends.

Office Type: Remote work from home

Travel: Minimal travel anticipated, up to 20% of the year.

 

A favorable pre-hire drug test is required.

The annual salary for this position ranges from $125,338.00 - $194,274.00 This position's final salary can be impacted by various factors including, but not limited to, contractual requirements, geographic location, job-related education, training, experience, and skills.
