Roles & Responsibilities

  • Bachelor’s degree in a human services related field plus two years of relevant experience (credit for higher degrees).
  • At least one year of management, supervisory, or demonstrated progressive leadership experience.
  • Preferred experience in community-based work with populations such as veterans, individuals involved with the criminal justice system, substance users, mental illness, homelessness, or related populations.
  • Valid Illinois driver’s license preferred.

Requirements:

  • Provide supervision, leadership, and training to housing case management staff and ensure ongoing professional development.
  • Monitor staff attainment of project goals and prepare accurate internal and external progress reports; assist with timely reports, projects, schedules, and other deliverables with the Program Manager.
  • Assist Program Manager or Associate Director in interviewing, hiring, discipline, termination, and other employment transactions, with guidance from higher level managers; ensure compliance with policies, procedures, and the Collective Bargaining Agreement.
  • Support quality improvement and contract compliance; assist with model development and adherence to organization standards and program policies.

Title: Program Supervisor 

Location: 4822 N. Broadway Chicago, IL 60640 

Schedule:  Monday to Friday (8:30am-5:00pm) 


Summary:

The Program Supervisor is responsible for assisting in the day-to-day operations of the Restorative Justice Program. This position will supervise staff providing housing case management services to participants 18-26 years old. The Supervisor’s responsibilities include providing supervision, leadership, and training to case management staff, assisting in administrative oversight of the program, and assisting the Program Manager with quality improvement and contract compliance. Individual accountabilities and work volume will be established through the development of annual Success Objectives, within the framework outlined below.

Essential Functions:

Duties & Responsibilities

  • Provides guidance and supervision for some aspects of the program. Assists with monitoring staff attainment of project goals and prepares internal and external progress reports, accurately and on time. 
  • Assists with submitting accurate, timely reports, projects, schedules, and other relevant work products, working with the Program Manager. 
  • Assists Program Manager or Associate Director in interviewing, hiring, discipline, termination, and other relevant employment transactions, with guidance from higher level Manager(s). 
  • Provides regular supervision to any assigned staff, regular communication, and professional development and guidance. 
  • Works in accordance with the Collective Bargaining Agreement and established Policies and Procedures. 
  • Prepares performance evaluations for any assigned staff, with guidance from higher level Manager(s), as needed. 
  • Ensures the implementation of organization and program/department policies and procedures. (e.g. personnel, financial, participant eligibility, Standards of Professional Conduct, Ethics, HIPAA etc.).
  • Remains current in the field of service provided by the program through self-initiated avenues, as approved by higher level Management. 
  • Provides training and guidance to assigned staff and ensures documentation is completed in a thorough, accurate and timely fashion. 
  • Initiates requests for regular supervision and interim evaluation/goal setting.
  • Maintains an appropriate professional demeanor toward co-workers, visitors, participants, supervisors, and all others. 
  • Assumes an appropriate role in other program or Division tasks or projects, as assigned. 
  • Adheres to professional standards as outlined by governmental bodies, NASW (and/or other appropriate professional associations), and private funding sources.
  • Assists in the development of organizational plans/policies related to professional standards.
  • Provides periodic evaluative reviews and/or in-house and external staff training to ensure that staff understand and continue to adhere to such standards. Initiates requests for assistance or guidance from Supervisor to address new issues or complex concepts affecting adherence to professional standards. 
  • Assists Program Manager with addressing issues of quality improvement and model development aspects of the program. 
  • Understands contract compliance and adherence to program policy and assist Program Manager or Associate Director with implementation. 
  • Other duties may be assigned. 

Supervisory Responsibilities (if applicable):

  • Youth Housing Care Specialists and/or Housing Resource Specialists.

Education and Experience:

  • Bachelor’s Degree in a Human Services related field and (2) two years of relevant experience is required. May give credit towards years of experience if attained a degree higher than a bachelor’s degree. 
  • One year of management, supervisory, or demonstrated progressive leadership experience is required.
  • Additional experience in community-based work with one or more of the following: veterans, criminal justice involved populations, substance users, mental illness, homelessness history, and/or related populations is preferred. 

Certifications/Licenses:

  • A valid Illinois driver’s license is preferred.

Knowledge/Skills/Abilities (K/S/A):

  • Language Skills: Excellent oral and written communication skills. Demonstrated competency in public speaking and strong interpersonal skills required.
  • Organization Skills: Excellent organization skills are required, including tracking many different pieces of information accurately.
  • Computer Skills: Proficiency in Microsoft Office, including Excel; Internet Explorer; Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Human Care Services. Proficiency in online databases including HMIS.

Work Arrangement: 

This role is hybrid. The supervisor is expected to meet for in-person meetings when needed, or at the request of others. In-person meetings may be required on a regular basis (weekly, monthly etc.) The supervisor is expected to participate in community or home visits with participants as needed. The supervisor provides office coverage at South or North side office locations as scheduled. There is also the availability to work from home when appropriate.

Work Environment: 

  • The noise level in the work environment is usually moderate.
  • May be required to work evening and/or weekend hours as needed.
  • May require travel throughout the Chicago area to participant homes and community locations.
  • Program sites are located throughout Chicago, including the North, West, and South sides of Chicago. Employees may be required to report to any of our locations on a temporary or permanent basis.
  • For homework, the employee must have a confidential workspace.

Physical Demands:

  • While performing the duties of this job, the employee is regularly required to talk and hear.    
  • The employee is regularly required to sit, stand and walk.  
  • The employee must be able to stoop, kneel and/or crawl.  
  • The employee is regularly required to use hands to key, handle, or feel and reach with hands and arms.   
  • The employee must occasionally lift and/or move up to 25 pounds.   
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
